GENOVESE City Treasurer The purpose of this report is to provide information regarding the progress made to date for the Villa Campensina project. The grant totals $600,000 ($532,800 $19,200 /administration; $45,000 /Downtown Study; and $3,000 /audit) The following progress has been made. 1. Approval of tentative tract map, general plan amendment, zone change, planned development permit and density. 2. Completion of CEQA (State) and NEPA (Federal) environmental review. 3. Commitment of $200,000 from the California Department of Housing and Community Development (HCD) Farmworker Housing Grant Program. 4. Commitment of $300,000 HCD Pre - development Loan Program for the project. 5. Purchase of site by Villa Campesina in the amount of $306,000 (CDBG Funds). 6. Agreement by seller of property, the Roman Catholic Archbishop of Los Angeles, to set aside $45,000.00 of the purchase price of the parcel as further assistance to low income families in the project. 7. Commitment of other project management funds for projects ($10,000 /World Vision; $15,000 /HCD California Housing Advisory Service (CHAS); $35,200 /HCD California Self Help Housing Program (CSHHP). 8. Preliminary agreement with Southern California Edison to postpone approximately $40,000 in deposits in process. 10. Dedication of Liberty Bell Road from Urban West Communities to the City has been completed. 11. Tract map is into the City Engineer for second plan check. 12. After revisions are completed and appropriate conditions are met, the final map will record - anticipated 4 to 6 weeks. To date, the land costs, final map engineering fee and majority of project management monies, have been expended. The city will soon expend all our CDBG funds on this project. Thereafter, other funding sources will be implemented (i.e. Farm Home and other State Funds). After the final map is recorded, site improvements will begin. Villa Campensina has indicated to staff that they anticipate moving expeditiously on this development. Off -site improvements should begin in late August or early September 1987. Thereafter, staff anticipates construction of the 62 homes to take approximately 10 -12 months to complete. This project will require more time to complete than normal residential construction because of the financing associated with the project and the fact that these lots will be developed a few at a time by the individual owners.
