Knipe, Assistant City Engineer DATE: November 171 1987 SUBJECT: Williams Ranch Road Driveway (Deas) BACKGROUND INFORMATION On October 30, 1987, the City Council directed the City Engineer to resolve the driveway ingress /egress problems at the Deas' property. During the discussion of this item, a verbal report was given that the developer (Warmington) had been contacted and, subject to further discussions with the City Manager, may be inclined to fix the problem driveway at the western end of the property. The developer is asking for an allocation of three (3) building permits for the remainder of their development. Presently, the City has four options: 1. The developer pays for the reconstruction of the driveway apron; or 2. The City pays for the reconstruction of the driveway apron; or 3. The homeowner reconstructs the driveway apron; or 4. The driveway to remain as is. As reported in the October 14th City Engineer's memo, the existing driveway and sidewalk have been built per the approved plans and as conditioned by the City Council. As required elsewhere, driveways are only required to be reconstructed when they present an ingress /egress problem for standard passenger vehicles not recreational vehicles or vehicles with special bumper hitches. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Page -2- For the City to pay for these reconstruction improvements, may be precedent setting. In the future, the City Council may receive other requests from property owners for driveway reconstruction. Another issue with regards to this same property is the second driveway provided to this property not shown on the approved plans. Originally, the plans showed only one driveway to be constructed for this property. During construction, the property owner requested that the developer construct a second driveway to the property. Therefore, the City Council may wish to approve the second driveway. Such an approval will be necessary prior to acceptance of these improvements by the City, otherwise the driveway should be removed and replaced with standard curb, gutter and sidewalk. It is felt that this is an appropriate time to do so since the modification to the one driveway is being considered at this time. RECOMMENDED ACTION 1. Staff to report back to Council on developer's decision to replace the driveway. 2. Approve the construction of a second driveway at the Deas' property.
