Agreement for Inspection /Administration Services for
Peach Hill Park
On October 7, 1987, the City Council approved the contract for
inspection /administration services with R. W. Graham and Associates
for Peach Hill Park. The contract, which, as indicated in the
attached October 1, 1987 memorandum, was a proposal for
inspection /administration services not to exceed 150 hours at a rate
of $30.00 per hour. During the review process of this proposal, the
City Council approved the Agreement for one -half of the proposal or
75 hours and requested additional information regarding the
inspection services for Peach Hill.
As a result of the City Council's request, the Staff Report dated
October 16, 1987 was prepared for review by the City Council. As
indicated in this attached report, it was anticipated that additional
hours of inspection /administration may be necessary. The primary
purpose for the need of additional hours was due to assistance the
contractor was performing in the area of administration of the
project. This work included the analysis of
changes /additions /deletions to the contract, as well as any problems
that arose during the construction phases of the project. This
additional work, which is more related to administration than
inspection, was necessitated due to the vacancy in the Director of
Community Services position.
As you know, the City has filled the vacancy in the Director of
Community Services position, effective December 16, 1987. However,
it is felt that the project will be more efficiently concluded if the
new Director does not attempt to assume responsibility to

administer the contract. The present arrangement with the Deputy
City Manager and R. W. Graham and Associates will more effectively
close out the project and allow the Director of Community Services to
begin on other projects, including the Senior Citizens Center,
69 -acre park/ conceptual design pedestrian bridge for the Community
park and downtown park site. Staff, however, realizing there is a
need for continued inspection /administration for such purposes as
plant material evaluation, germination and specification follow
through, is requesting approval of contract for services of 60 hours
at a rate of $30. per hour, or $1,800. All hours will be charged on
an "as needed" basis only and, therefore, hours not utilized will not
be charged to the City.
As previously indicated, the services necessitated for this contract
are due to vacancy in the Director of Community Services position.
Because of the substantial savings in the General Fund (funding
mechanism for this position) due to this vacancy and the fact that
contract contingency has been fully utilized, it is proposed that
this contract be funded by the approximate $9,000. in savings in the
General Fund due to the vacancy. This proposal would require a fund
transfer to the Park Development Fund (05) at the conclusion of the
contract. This transfer is proposed for two (2) primary purposes:
1. To relieve impact to the Park Development Fund (05) since the
contract is necessitated by the vacancy in a General Fund funded
position.
2. To accurately reflect those costs that will be associated and
budgeted for the project, i.e. the Director of Community
Services position is not reflected in the funding for the
project.
Summary.
The current contract proposal with R. W. Graham and Associates for
consideration by the City Council is for not to exceed 60 hours at
$30. per hour or $1,800. The contract is necessitated because of the
prior vacancy in the Director of Community Services position and is,
therefore, recommended to be funded by the General Fund by use of a
Fund Transfer.
Recommended Action:
1. Authorize Mayor to execute the Agreement for Services with R. W.
Graham and Associates for not to exceed 60 hours at $30. per
hour.
2. Authorize a transfer from the General Fund (01) to the Par k
Development Fund (05) for the amount of the contract at th
conclusion of the contract.
