GENOVESE City Treasurer 4TH--- OF JULY/CITY'S FOURTH BIRTHDAY CELEBRATION/ BI-CENTENNIAL OF THE CONSTITUTION As City Council is aware there is approximately two(2) months until the 4th of July/City's fourth birthday. Based upon this the Parks & Recreation Commission is requesting that City Council place this item on the April 29, 1987, Agenda. They are requesting Council provide direction to the Commission and staff relative to the type of program(s) City Council may wish to provide for the Community. Given the shortness of time and the need to lock in the fireworks display being considered, the Commission is requesting City Council consider the following recom- mendation in regards to organizing the days activities and the type of program to be considered. Chairman Baldwin moved, seconded by Commissioner Rasey, to approve the concept of the 4th of July/City Birthday/ Bi-Centennial of the Constitiution Program. They recom- mended Council approve the fireworks presentation by Pyro Spectacular ($8,000) to be held at the High School stadium; that Council appropriate a budget amount not to exceed $15,000;-and that there should be provisions considered for recouping sortie of the costs. They also requested City Council consider including community groups in the days activities -and that Council appoint a Special Committee to plan, organize and direct the program for this year. The Commission also requested that City Council consider this item at their April 29th meeting as an urgency item. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 4th of July Celebration April- 28, - 1987 Page 2 While staff had originally suggested that a committee with representatives from a variety of community organizations be appointed to plan and organize this event, it would be our suggestion this evening that in order to expedite this years activities the Organization Committee be limited to 5-7 members. Staff would request City Council appoint at least one member from Council, the two(2) recreation subcommittee members, one(1) staff and three(3) at -large representatives. The Organization Committee would forma nucleus which would be responsible for planning,organizing and directing those activities selected for the event, the program scope and working with those community groups interested in participating.
