Resolution No. 88- A proposed resolution approving the mitigated negative declaration on the application of Structural Concepts of California, Inc. Staff Recommendation: Approve the proposed resolution. C. Resolution No. 88- A proposed resolution approving the Development Plan Permit ivo. DP -302 on the Application of Structural Concepts of California, Inc. Staff Recommendation: Approve the proposed resolution. D. Status Report on the Moorpark Avenue Rubberized Railroad Crossing. Consider a report concerning homeowners' petition for traffic controls on Laurel Glen Drive and Williams Ranch Road. Staff Recommendation: Receive and file this report. H. Consider an account transfer for the purposes of retaining the services of temporary accounting_ personnel. Staff Recommendation: Approve the requested account transfer and authorize the City Manager to execute the contract. I. Informational report concerning the Easter Craft Faire to be held at the Community Center on Saturday, March 12, 1988. Staff Recommendation: Receive and file this report. J. Rescind contract award to Gelco Space for Senior Center Project. Staff Recommendation: Rescind the contract award. 4_ PUBLIC HEARINGS: A. Update to the City's Land Use and Circulation Elements - Amendment Requests Screening Hearing. Consider a request from sixteen property owners and interested parties for General Plan Land Use changes to be made part of the City's General Plan Update. Consider proposed floor plan for Senior Citizen-_ Center Project a_nL design services. Staff Recommendation: Approve the desired floor plan and authorize the design services. * C. Consider award of maintenance contract for North Meadows Park. Staff Recommendation: Award the contract to California Landscape. * D. Lighting and Landscaping Maintenance _ Assessment District 1. Resolution No. 88- A proposed resolution initiating annual proceedings. 2. Authorize preparation of the Engineer's Report. Staff Recommendation: Adopt the resolution initiating proceedings for annual assessments and authorize the preparation of the Engineer's Report. * E. Parks Maintenance Assessment District AD85 -1 : 1. Resolution No. 88- A proposed resolution initiating annual proceedings. 2. Authorize preparation of the Engineer's Report.
