SUBJECT: CONSULTING LANDSCAPE ARCHITECT
Background
As of May 6, 1988 Willdan Associates will no longer accept
landscape plans for review. These landscape plans are those
required for various development projects approved by the City
over the past year or longer.

Willdan Associates will process those plans that are "in process"
at this time, but will not accept any new plans.
At this time staff has an immediate need to continue with landscape
plan reviews inasmuch as there is a backlog of plans.
Staff has contracted Mr. Wolf Breiman who is a registered landscape
architect currently working with the City of Simi Valley. Mr.
Breiman has an office in Ventura and can easily service the City.
Plan check turn - around time will not exceed fifteen (15) days. Mr.
Breiman's charge rate will be $40.00 per hour not to exceed the
deposit amount for each project. Currently the City has a plan
check fee deposit of $400.00. A majority of projects are using all
or a large part of the deposit.

At this time there is no final inspection of landscaping once a
project is ready for occupancy other than by City staff. There is
a need for a qualified professional to determine if the landscaping
planted was according to plan, and installed according to
acceptable standards. Mr. Breiman will accomplish this check after
installation to verify compliance. Staff would suggest that
consideration be made to raise the fee deposit from $400.00 to
$600.00 so as to cover the cost of condition compliance. In the
near future staff anticipates bringing to the Council a fee
schedule based upon a percentage of the projects overall value
Recommended Action
1. Approve Mr. Wolf Breiman's proposal to provide landscaping
plan checking and inspection after installation to verify
compliance at the rate of $40.00 per hour.
2. Raise the plan check fee deposit for landscape plan checking
and inspection from $400.00 to $600.00.
3. Authorize the City Manager to sign a contract with Mr. Wolf
Breiman for the above services.

Architect to the city of Moorpark. As you know, I provide
landscape consulting services to the City of Simi Valley
Depe.r tment of Community Development. I've worked for them
under contract since 1979. The basic service consiste of
preliminary design reviews (when requested), plat: checking

The conditions and provisions of the semi - annual landscape
consulting services agreement of the City of Simi Valley or a

check fees reaches the five thousand dollar ($5,000) interim
contract limit.
I am available to help you formulate, or to accept the task
of formulating, new Landscape Plan Conditions for Submittal
and Landscape Design Guidelines, Conditions and
Specifications.

Although you're already somewhat informed about my
professional background and the scope of my professional
practice, I want to use this opportunity to round out the
picture: In addition to providing consulting services to
public agencies, my office does a wide range of landscape
design and consultation including oingle residentiai,
cor-,merc*,-.l,,',-n:_luotr.i-.al, unit housing, streets-capes,
recreational design, tree surveys and tree evaluation:.
In September 1986 1 was appointed an Oral Commissioner for
the State Board of Landscape Architects, a post in which I
participate in administering oral exaiiiiinations to license
examinees. In addition, I've been a member of the
enforcement committee of the State Board of Landscape
Architects since 1982. The committee evaluate.-- and judE_-ea
complaints submitted to the Board against land--cape
architects. arid it recommends disciplinary actions and
proposes revision or adoption of performance standards.
