Planning Commission to amend the RDMS.
D. Consider a staff report concerning the need to establish a fee
schedule for Building and Safety services. Staff
Recommendation: Direct staff to set June 1, 1988 as a Public
Hearing regarding the establishment of a fee schedule.

to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

E. Consider authorizing__the _May r to sign documents on behalf of
the City concerning_ the__ abandonm_e.nt _ and sale of_park land
C00 -0- 281 -073 to Varsity Park Estates. Staff Recommendation:
Authorize the Mayor to execute all necessary documents.
F. Consider creating a sub - committee of the Parks and Recreation
Commission to plan _a city-wide celebration for the 4th of July.
Staff Recommendation: Appoint Commissioners Roberts and
Crockatt to the sub - committee.
G. Resolution No. 88- A proposed resolution
approving a Memorandum of Agreement (MOA) with the Public
Employees' Association of Ventura County (PEAVC). Staff
Recommendation: Approve the proposed resolution.
H. Consider a request to replace missing and deteriorated
equipment, add new equipment, and overlay the in Campus
Park. Staff Recommendation: Approve the Park and Recreation
Commission's recommendation and appropriate the necessary
funds.
I. Consider approval of an_Agreement to Construct Improvements and
approval of the Final Map for Tract_ 30.49_(A &R Development)
located in the Campus_ Park area of the Cif. Staff
Recommendation: Approve the Final Map, authorize the Mayor to
sign the necessary documents on behalf of the City, and direct
the City Clerk to hold the map until all requirements have been
met.
J. Consider a status report concern in s_Anal modification at the
intersection of S ri np Road and New Los _Angeles Avenue by MASH
Associates. Staff Recommendation: Receive and file this
report.
K. Consideration of a_ waiver of franchise fee _ap pl icabie_fo_r_the
low i ncome s e n i or c_i ti zens di s_count__p_l an offered y_Ventura
County Cableyision. Staff Recommendation: Approve the waiver.

A. Mobile Home Rent Control /Ordinance No. _51 Revisions. Consider
a report concerning revisions to Ordinance 51.
B. Determine the scope of work for an update to__the City's Land
Use and Circulation Elements - including the_Casey Road him h
school site and several properties previously considered. A
report regarding the high school site's inclusion in the update
of the City's General Plan, and finalization of those
properties previously considered. Staff Recommendation:
Direct staff as deemed appropriate.
C. A presentation by The Planning Center_ regarding the need to
amend the contract to complete work on the Downtown Plan.
Staff Recommendation: Consider the draft plan; amend the
contract to allow for attendance at future meetings; direct the
Planning Commission to forward their recommendations on the
draft plan to the City Council, and set this matter for Public
Hearing on the next available regular meeting date.

Road and Moorpark Road south Urban_ West_ C_o__mmunities - West
Village Conditionl. Staff Recommendation: Direct staff as
deemed appropriate. (Continued from May 11, 1988, Item 11.E.)
C. Consider a report concerning proposed_ County of Ventura Parcel
Map_ #4146 (Urban West Communities)_- 2.1_.9 acres in 2 parcels
outside the City limits adjacent to PC -3 Staff
Recommendation: Request the County study the subject area.
* D. Resolution No. 88- A proposed resolution approving the
Engineer's Report for "Moorpark Lighting and Landscaping
Maintenance Assessment District No. AD -84 -2 for the fiscal year
commencing July 1, 1988 and ending June 30, 1989. Staff
Recommendation: Approve the proposed resolution.
* E. Resolution No. 88- A proposed resolution approving the
Engineer's Report for the "Parks Maintenance Assessment
District No. AD -85 -1" for the fiscal year commencing July 1,
1988 and ending June 30, 1989. Staff Recommendation: Approve
the proposed resolution.

Recommendation: Approve the proposed resolution.
* G. Resolution No. 88- A proposed resolution ordering the
