Happy Camp Canyon Channel Improvements
at Highway 118
When the
original Kavllco project was approved in 1986, it included a
condition
to provide the Los
Angeles
Avenue frontage improvements for
the entire
Kavlico owned site
by December 31, 1989 or upon improvement
of the Happy Camp drain
culvert
by the Flood Control District,
whichever
occurred first.
A copy
of subject Condition No. 39 is
attached.
Kavlico and the County of Ventura have an agreement concerning the
remaining portion of the culvert on the Kavlico owned property. The
County Flood Control District is prepared to proceed with a box culvert
under the existing roadway and downstream with a culvert for a
sufficient length to protect adjacent properties. Kavlico would have
to pay for about 70 feet of culvert on Flood Control District property
located between the road right -of -way and Kavlico property. The City
has become involved because of the above referenced condition and the
possibility of extending the box culvert to the ultimate right -of -way
to provide for future widening to accommodate four travel lanes.
Accomplishing this work in conjunction with the County /Kavlico project
would provide a cost savings for both construction and professional
services.
The City Council Public Works Committee (CouncUmembers Galloway and
Harper) and City Staff have met several times over the past year with
representatives of Kavlico and the County of Ventura concerning this
matter.

To date, the City has provided assistance with a conceptual detour
plan. The detour plan is an essential element of this project. This
work is continuing. At the present time, the County and Kavlico are
discussing ways that the total project (both Kavlico and County Flood
Control portions) can be constructed during the summer /fall of 1988.
The Public Works Committee concurred to recommend that the Council
agree to participate in the project at an estimated cost of $50,000 as
follows :
1. [Place a lid on the culvert for approximately 100 feet south
of existing edge of pavement at an estimated cost of
$16,000. If the City doesn't pay for the lid, the County
will only construct a 3 -sided culvert that may require
substantial modification in the event the City decides to
cover it in the tuture.

the City
doesn't agree to
this work,
the
County

construct
only typical
channel
improvements

3. 250 of 1. and 2. above for engineering and related costs at
an estimated cost of $10,000.
The total project within the ultimate road right -of -way and immediately
adjacent to the right -of -way is estimated to cost $375,000. If the
Council is interested in the ultimate widening of Los Angeles Avenue to
four travel lanes, this project would provide an important portion of
this work at a modest expense to the City. The project has been
designed by the Flood Control District and would be administered by
the County and /or Kavlico. No appropriation of funds is necessary at
this time. City funding would come from the I,os Angeles Avenue Area
of Contribution unless otherwise directed by the City Council.
STAFF RECOMMENDATION:
Authorize City participation in the project as described in Items 1., 2
and 3 as contained in this report.

38. That prior to the issuance of a zone clearance, the developer shall
submit to the City of Moorpark for review and approval, a detailed
Geotechnical Report. The grading plan shall incorporate the recommenda-
tions of the approved Geotechnical Report.
39. That prior to the issuance of a zone clearance, the developer shall
submit to the City of Moorpark for review and approval, street improve-
ment plans prepared by a Registered Civil Engineer; shall enter into an
agreement with the City of Moorpark to complete the improvements; and
shall post sufficient surety guaranteeing the construction of the
-hall he constructed and completed prior
to building occupancy.
The improvements shall include concrete curb and gutter, sidewalk,
streetlights, striping and signing, and paving in accordance with the
Ventura County Road Standards. The applicable Road Standard Plates are
as follows:
- Los Angeles Avenue per Ventura County Std. Plate B -2B (94' Right-of-
way) and shall include Class II bike lane (per the General Plan).
Ultimate Improvements to Los Angeles Avenue shall extend along the
entire frontage of the portion of the parcel fronting Los Angeles
Avenue. Full half- street paving west of the centerline shall extend for
250 feet north of the northerly property line and paving shall then
transition over approximately 250 feet to the existing paving (toLal
length approximately 500 feet). Although the transition is expected to
be approximately 250 feet; it shall be adequate to provide two contin-
uous travel lanes southbound.
The Los Angeles Avenue improvements shall be constructed in two phases;
Phase I shall include full improvements from the Ventura County Flood
Control District east property line ( Happy Camp Drain Reinforced
Concrete Box Culvert) to the northerly property line, and shall be
completed prior to occupancy.
Phase II shall include full improvement from Phase I to the westerly
property line.
- As part of the full improvements, the developer shall be responsible
for constructing the ultimate flood control facilities ( Reinforced Concrete
Box Culvert) from the centerline of Los Angeles Avenue to the north
property line of the Flood Control District -owned property in the event
the District in unable to finance said facilities. If developer is required
_ to. construct said facilities, the City shall provide a reimbursement
agreement. All items of work within Phase II shall be completed within
one year from January 1, 1989, or upon improvement of the Happy
Camp Drain culvert by the Flood Control District, whichever occurs first.
- Northern driveway per modified Plate E -2 being 25 feet wide on either
side of the driveway median and 10 foot radius curb returns.
- Southern driveway per modified Plate E -2 being 32 feet wide and having
10 foot radius curb returns, and shall include signing for right turns
only.
- In the event the subject box culvert is constructed by the Flood
Control District prior to January 1, 1989, the developer shall construct
the Phase II street improvements upon request of the City Council.

41. That prior to the issuance of a zone clearance, the developer shall
