GILLESPIE Chief of Police REQUEST TO AWARD A CONTRACT FOR PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT AND CASE PLANNING SERVICES Background The Community Development Department has received proposals from three different consultants as a result of the solicitation of a request for proposals (RFP) for four related development entitlements. The cases are as follows: RPD -88 -1 - a 220 unit multifamily residential project. CPD -88 -1 - a 139,800 sq.ft. neighborhood shopping center. CPD -88 -2 - a 110,000 sq.ft. neighborhood shopping center. PM -4416 - a tentative parcel map to subdivide the land encompassing the first two cases into four parcels. (See attached map.) A copy of the RFP is attached. The proposals were solicited to the following consultants: 1. Impact Sciences, Inc., Thousand Oaks 2. Sanchez Talarico Associates, Newport Beach 3. Willdan Associates, Ventura Staff recommends that Impact Sciences, Inc. be selected and awarded a contract. The fee proposal from Impact Sciences is $60,680. This would cover both the EIR preparation and case planning services. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 PJR:MAR:crl /880109A /CHRONI September 1, 1988 Page 2 If the Council approves the staff's recommendation, a deposit will be required from the applicant in the amount of the fee proposal, plus 150 ($9,102.) for city staff review, plus a $ 5,000. deposit for the City Engineer's review of the EIR. The City Engineer's deposit amount is based on time to review the traffic, hydraulics, hydrology and grading sections of the EIR as well as overall review of the entire document. Total deposit to be collected from the applicant would be $74,782. Work on the projects could commence as soon as a contract is signed and the above amounts are deposited. Recommended Action Award a contract to Impact Sciences, Inc. and authorize the City Manager to sign on behalf of the City. Exhibits: 1.
