Approval of Warrant Register for 1987/88 Fiscal Year: - Prepaid Warrants Nos. 7470 - 7475 $34,569.06 B. Approval of Warrant Register for 1988/89 Fiscal Year: - Prepaid Warrants Nos. 7470 - 7475 $ 97,678.04 - Payable Warrants Nos. 7476 - 7465 $124,619.96 C. Consider a report on the downtown extra patrol (July 23 to September 3, 1988). Staff Recommendation: Receive and file this report. D. Consider a proposed general policy regarding traffic control measures on Final Maps. Staff Recommendation: Approve the general policy as recommended. E. Consider_ a _proposed olicy regarding limit line locationLs). Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. CONSENT CALENDAR: (continued) F City Council Agenda September 21, 1988 Page No. 2 Resolution No. 88- and Resolution No. 88- Proposed resolutions authorizing the installation of stop signs at various locations within Tract 3963 (Griffin) and Tract 4147 (Villa Campesina) respectively. Staff Recommendation: Approve the proposed resolutions. G. Consider City Manager Approved Contracts concerning a copy machine maintenance agreement, and a maintenance agreement for typewriters and the facsimile machine. Staff Recommendation: Receive and file the reports. H. Consider a Parks and Recreation Commission recommendation to purchase additional playground equipment for the Griffin Senior Park. Staff Recommendation: Approve the proposed purchase of playground equipment. I. Consider a Claim for Damages presented by Ms. Carole Pegnato. Staff Recommendation: Deny the claim and direct the City Clerk to so inform the claimant. J. Consider approving the purchase of a tape recorder, reformatter and maintenance agreement for this equipment, to be used for the recording of City Council and Commission meetings. Staff Recommendation: Approve the purchase of equipment at a cost not to exceed $5,500. Consider the approval of a contract to provide 1987/88 audit services. Staff Recommendation: Authorize the City Manager to sign an agreement for audit services at a cost not to exceed $11,500. L. Consider accepting streetscape on Williams Ranch Road as complete (Tract No. 3274 - Urban West Communities): Staff Recommendation: Accept the streetscape and direct staff to notify the developer. PUBLIC HEARINGS: None are being scheduled. DISCUSSION/ACTION ITEMS: A. Consider_ a modification to existing parking restrictions on Mountain Trail Street in the vicinity of North Meadows Park. Consider a request from CalTrans to modify a right turn only lane for westbound traffic at Los Angeles Avenue (Highway 1181 at Spring Road /High Street to an optional straight /right turn lane. Consider a request from the Moorpark Neighborhood Councils to waive rental fees for a candidate's forum to be held in the Council Chambers. Staff Recommendation: Approve a waiver of rental fees, but require payment for custodial time. * G. Consider setting a date for a Town Hall Meeting to discuss downtown area concerns. Staff Recommendation: Direct staff as "- deemed appropriate. H. Consider realianment of the fence on the south side of the east /west leq of Peach Hill Road. Staff Recommendation: Direct staff as deemed appropriate. * I. Consider applying for a twelve -month community model program offered by the State of California Department of Conservation's Recycling Division. Staff Recommendation: Authorize staff to file an application. J. Consider a street sweeping test area. Staff Recommendation: Direct staff as deemed appropriate. K. Consider an ordinance regulating smoking in public _places an_d places of employment. Staff Recommendation: Direct staff as deemed appropriate. L. Consider a request to donate $2,000 to the handicapped horseback riding program at Peters Ranch. Parks and Recreation Commission Recommendation: Donate $2,000 to the riding program.
