C. Consider an update to the City Hall Construction project.
Staff Recommendation: Approve the Change Orders and receive
and file this report.
D. Consider a contract for services for inspection of landscaping
at the City Hall project. Staff Recommendation: Approve the
contract with R. W. Graham and Associates.

E. Consider a report concerning the lease of a telephone system
from G -TEL for the new City Hall. Staff Recommendation:
Authorize the Mayor to sign the necessary documents on behalf
of the City.
F. Resolution No. 88- Consider a proposed resolution and a
cooperative agreement between the County of Ventura and the
City of Moorpark to extend the Community Development Block
Grant (CDBG) Urban County /Entitlement program for the next
three years (1989- 1991). Staff Recommendation: Approve the
proposed resolution and authorize the Mayor to sign the
agreement on behalf of the City.

of a Grant Deed for a portion of Los Angeles Avenue for
CUP -4508 (Grace Chapel). Staff Recommendation: Authorize the
Mayor to sign the agreement on behalf of the City and the City
Clerk to execute a Certificate of Acceptance and record the
Grant Deed.
H. Consider the exoneration of letters of credit for DP -323
(Braun). Staff Recommendation: Authorize the City Clerk to
exonerate the letters of credit.
I. Consider the exoneration of a grading bond for DP -325 (NHD
Ilk, Partners). Staff Recommendation: Authorize the City Clerk to
exonerate the grading bond.
J. Consider the exoneration of grading security for DP -392 (Cabot
Cabot & Forbes). Staff Recommendation: Authorize the City
Clerk to return the grading security to Cabot, Cabot, and
Forbes.

Resolution No. 88- A proposed resolution amending
Resolution Numbers 87 -428, 87 -429 and 87 -430 for the purpose of
clarifying and making technical corrections to certain
Numbers RPD -1070, 1071 and 1072. Staff Recommendation:
Defer approval of the proposed resolution to July 27, 1988.
L. Consider the exoneration of a grading bond for DP- 318 /LDM -5
Kavlico . Staff Recommendation: Defer consideration of this
item until July 27, 1988.
9. PUBLIC HEARINGS:
A. Draft Downtown Plan. A study plan making recommendations
regarding possible future land uses, architectural themes,
signage, streetscape plans plus the incentive measure and
implementation plans proposed. Planning Commission
Recommendation: To adopt the policy actions on pages five and

A. Draft Downtown Plan. (continued)
six of the draft; include those other actions as part of the
General Plan update; and direct staff to prepare a regulatory
specific plan for the downtown area to be adopted no later than
January 1, 1989.
B. Draft Comprehensive Planning Ordinance. A proposal to consider
revising the City's General Plan amendment process and a
listing of required ordinance adoptions on selected subjects.
Staff Recommendation: Direct staff as deemed appropriate.

11 _ DISCUISSION/ACTION ITEMUS:
A. Consider the placement of a traffic device at the pedestrian
crossing located at Moorpark Avenue and Second Street. Staff
Recommendation: Direct staff as deemed appropriate.

B. Consider a draft Request for Proposal (RFP) to update the
City's Land Use and Circulation Elements of the General Plan.
Staff Recommendation: Approve the draft RFP and direct staff
to send it to consultant firms. Continued from July 13, 1988,
Item 11.C.)
* C. Consider a response to a notice by Moorpark Unified School
District pursuant to Education Code Section 39390, et. seg.,
regarding the 289 Casey Road school site. Staff
Recommendation: Authorize a response to be sent.
D. Consider a request to waive the rental fees for use of the
Community Center for VFW meetings. Staff Recommendation:
Direct staff as deemed appropriate.
E. Consideration of residential occupancy concerns. Staff
Recommendation: Direct staff as deemed appropriate.
F. Consider graffiti abatement by private property owners. Staff
Recommendation: Direct staff as deemed appropriate.
G. Consider_ revision to the Tierra Rejad_a Road /Moorpark _ Spring)
Road Area of Contribution Report. Staff Recommendation:
Revise the report to reflect current cost estimates.
