SUBJECT: Recommendation For New Telephone System

City Staff has researched a new telephone system to be installed in the
new City Hall which will more adequately serve the needs of the City.
The research focussed on a design that will fulfill the City's
requirements which include: open lines during peak traffic hours, call
distribution needs, future requirements of developing technology, and
fiscal requirements of the 1988/89 budget. Additionally, the City
requires an excellent service response time, thorough training, and the
stability of an established corporation to support the telephone system
for many ,years.
Staff conducted extensive interviews with several telephone companies
such as: AT &T, Pac -Tel, Dial Communications, Pac -Bel/ Centrex, Harris
Lanier, Central Telecom, Contel Executone, Conejo Telephone, Rolm /IBM,
and G -Tel. Additionally, Staff conducted surveys which canvassed the
following cities: Agoura Hills, Westlake Village, Thousand Oaks,
Ventura, Port Hueneme, Ojai, Fillmore, Santa Paula, Solvang, Mammoth
Lakes, Villa Park, Pasadena, Burbank, West Hollywood, and Carpenteria.
RECOMMENDATION:
After careful consideration, Staff recommends the G -Tel system. The
criteria for the recommendation is based on the following:
1.) The system can easily accommodate the City's current and
future needs relative to incoming lines and the associated
station requirements.

2.) The system can be programmed for simple call distribution,
and is commended for its "user friendly" design.
3.) The system is cost effective based on the price of new
phones, the flexibility of adding any digital or analog
phones, and the low cost of additional station and trunk
cards for the switching unit.
4.) The system is fully digital, and thus is capable of
interfacing with the IBM computer. It offers other features
such as: Least Cost Routing, Restricted use by "Class of
Service ", System Message Detail Recording to print all
telephone traffic for cost analysis, off premise extension
capability, and direct inward dialing capability.
5.) The system provides "remote maintenance ", and G -Tel offers
a relatively low monthly maintenance agreement. The cost of
the maintenance agreement is $ 113.00 /month, and is available
as an option after the one year warranty expires.
6.) The system and G -Tel have received excellent referrals from
the City of Thousand Oaks, the City of Ventura, and
Continental Land Title Company.
7.) The references strongly support the City's needs for
reliability, excellent training program, and superior
service response times.
The cost of the G -Tel Omni Small Business Communication System PBX
Hybrid is $ 19,995.00 for purchase, and $422.29 a month for a municipal
lease. If the City chooses to lease the system, the advantages
include: no capital outlay, ensures better service response and is
formatted as an installment sale which includes no down payment, and a
one dollar buy out option at the end of the term. The total cost by
July 1993 would be $ 25,337.40. The purchase and the lease agreement
includes all hardware, (26 telephones), provides installation of all
cabling (including data prewire and dial tone from the community
center), training and the programming of the switching unit. Monies
have been budgeted for lease of the system.
Staff will be returning with a report to you in the next few weeks
concerning hardware which will be necessary to connect our computer
system to the new cabling. The cost for this hardware is estimated at
$ 1,300.00. Funds are available for this expense in the project's
contingency fund.
STAFF RECOMMENDATION:
Authorize the Mayor to sign a lease agreement with G -Tel for the
installation and service of a telephone system for City Hall on behalf
of the City.
