Approval of City Council Minutes: 1. Adjourned Meeting of May 18, 1987 2. Special Meeting of January 6, 1988 C. Resolution No. 88- A proposed Resolution amending the Salary Plan by adding a reference to the designation of Deputy City Clerk. Staff Recommendation: Approve the proposed resolution. D. Resolution No. 88- A proposed Resolution finding and declaring certain private roads within Tracts 3306, 4037, 3019, 3525, 3070 -4, 4170, and PM -3215, DP -356, LDM -8, DP -315, and OP -324 are subject to the California Vehicle Code. Staff Recommendation: Approve the proposed resolution. ------------------------------------------------------------------------------ Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. CONSENT CALENDAR: (corrtinued) E. Resolution No. 88- A proposed Resolution approving Vesting Tentative Tract Map 4338 and Planned Development No. 1069 a 55 lot subdivision of an 8.5 acre site located on Walnut Creek Road north of Tierra Rejada Road. Staff Recommendation: Approve the proposed resolution. Resolution No. 88- A proposed Resolution approving Planned Development No. 1064, a 31,803 square foot retail /office building located on the southwest corner of Los Angeles Avenue and Spring Road. Staff Recommendation: Approve the proposed resolution. G. Consider a request from the Moorpark Chamber of Commerce to waive fees for use of the Community Center and City authorization to cablecast a candidates forum. Staff Recommendation: Waive the fees except for direct costs and authorize the cablecast. H. Consideration of the agreement with Moorpark Unified School District for use of the trailer located at Flory Avenue School for the Star Club program. Staff Recommendation: Authorize the Mayor to execute the agreement on behalf of the City. I. Consideration_ of a waiver of fees for use of the Communiiy center _by the_Mo_orpark Youth _Activities Committee for a Valentine Day Teen Dance. Staff Recommendation: Approve the waiver of fees and authorize staff to proceed with the request. J. An informational report concerning meeting date, time and place for the Moorpark Parks and Recreation Commission. Staff Recommendation: Receive and file this report. Status report concerning South Meadows Par_k_. Staff Recommendation: Receive and file this report. 9. PUBLIC HEARINGS: A. Development Permit No. 302, Major Modification. A request to add 121,520 square feet to an existing 109,300 square foot industrial building located along Highway 118 (Los Angeles Avenue) west of Buttercreek Road. Staff Recommendation: Approve the Major Modification with conditions. Planning Commission Recommendation: Approve the Major Modification with conditions. B. Appeal of Planned Development Permit No. 1066 (Leonard Liston) regarding the construction of an automotive service center and full serve car wash located on the west side of Park Lane Avenue approximately 100 feet south of Los Angeles Avenue. Planning Commission Recommendation: Approve as modified with conditions. City Council Agenda January 20, 1988 Page No. 3 9. PUBLIC HEARINGS: (continued) C. Update to the City's Land Use and Circulation Elements. Consider the Planning Commission's recommendation and set matters for future discussions. 10. COMMENTS FROM COUNCI LIBBERS : A. Discussion concerning the impact of the Highway 101 reconstruction on local roadways. B. Discussion concerning the preparation _ of a comprehensive traffic plan for the City of Moorpark. C. Consider a policy to govern late submission o_f agenda items for consideration at City Council meetings. D. Consider participation in the East County Wasteshed Task Force. Staff Recommendation: Designate a representative and an alternate to the task force. 11. DISCUSSION/ACTION ITEMS: 4 A. Consider the establishment of priorities_ for City projects and responsibilities. Staff Recommendation: Give staff direction as deemed appropriate. (Continued from several meetings.) B. Staff Recommendation: Direct staff as deemed appropriate. 12. ORDINANCES: A. Ordinance No. 93. The second reading and adoption of a proposed ordinance amending Chapter 2.06 of Title 1 of the Moorpark Municipal Code, relating to the resignation of Commissioners. (Continued from January 6, 1988, item 12.A.) 6. Ordinance No. A proposed Ordinance amending the zoning on an 8.5 acre parcel within PC -3 from "PC" (Planned Community) to RPD 6.5U. The site is located on Walnut Creek Road north of Tierra Rejada Road. Staff Recommendation: Approve the proposed Ordinance for first reading and introduction. C. Ordinance No. A proposed Ordinance amending a 2.23 acre site at the southwest corner of Los Angeles Avenue and Spring Road from TPD (Trailer Park Development) to CPD (Commercial Planned Development).
