Consider an informational report concerning Happy Camp Canyon Regional Park Circulation. Staff Recommendation: Receive and file this report. C. Consider a report concerning the 101 Freeway Traffic Management Plan Update. Staff Recommendation: Receive and file this report. D. Consider a report concerning the possibility of connecting roadways at the Moorpark /Simi Valley boundaries. Staff Recommendation: Receive and file this report. E. Consider a report from Pruner Health Services, Inc. regarding 1987 ambulance response statistics. CONSENT CALENDAR: (continued) F. Consider an exemption determination under Measure F for Tract No. 4174, Villa Campesina, a self-help lower income housing project. Staff Recommendation: Grant Tract No. 4174 an exemption status under Measure F. G. Consider a Minor Modification to RPD -1057 (Varsity Park Estates). A request to utilize the same floor plans as originally approved, but to construct different proportions of the various floor plans. Staff Recommendation: Approve the requested Minor Modification. H. Consider a Minor Modification to PD -966 (Mash Associates). A request to delete 500 square feet of floor area from one building and transfer it to another building within the same site. Staff Recommendation: Approve the requested modification. I. Consider awarding an interim plan check services contract in conjunction with ultimate termination of building and safety services by the County of Ventura. Staff Recommendation: Award the contract to Jack DeJong and Associates. J. Consider membership in the Association of Ventura County Cities AVCC . Staff Recommendation: Express intention to join the • association and support the by -laws as drafted. K. Consider further joint legal services for the City's participation in preparation of the Simi Valley Landfill Contract. Staff Recommendation: Authorized continued participation and appropriate an additional $2,500 from the General Fund Reserve. L. Consider extension of the franchise agreement with Ventura County Cablevision to June 30, 1988. Staff Recommendation: Accept the project as completed and authorize the City Clerk to record a Notice of Completion with the County Recorder's Office. N. Informational report concerning the time line for the re- design plan for Monte Vista Nature Park. Staff Recommendation: Receive and file this report. O. Consider accepting the Griffin Senior Park as complete. Staff Recommendation: Accept the park as complete and authorize the City Clerk to record a Notice of Completion with the County Recorder's Office. • P. Resolution No. 88- A resolution supporting legislation currently pending in Congress to extend the application period under the Immigration Reform and Control Act of 1986 another year. Consider a report relative to mobile home park age requirements. Staff Recommendation: Direct staff to work with Mr. Thomas to obtain an Attorney General's opinion. 9. PUBLIC HEARINGS: A. Appeal Hearing - 4661 Adonis Place. Consider an appeal regarding the Planning Commission's decision to uphold an administrative determination by the Director of Community Development pertaining to a zoning violation. The violation is the storage of a boat and boat trailer in the required yard space. Staff Recommendation: Uphold the decision of the Planning Commission and deny the appeal. (Continued March 16, 1988, Item 9.B.) B. Consider Development Plan Permit Nos. 393 to 404 and Parcel Map No. LDM -10 (Siegel & Associates, Inc.). This Development Plan Permit is for twelve (12) separate industrial buildings with DP -393 to 396 being 105,108 square feet of total building area, and DP -397 to.404 being 45,805 square feet of total building area. The buildings will have office, warehouse, and manufacturing uses. The applicant is-also requesting approval to re- subdivide three existing industrial zoned lots into twenty -six industrial lots. The project is located on the east side of Maureen Lane north of Los Angeles Avenue. Staff Recommendation: Continue to Council's meeting of April 20, 1988. C. Community Development Block Grant (CDBG) Program. A review of proposed projects to be funded under CDBG entitlement program for the fiscal year 1988/89. Staff Recommendation: Review the report, and take action as deemed appropriate. 10. COMMENTS FROM COUNCILMEMBERS: A. Consider a possible appointment to the Board of the Area Housing Authority. 11. DISCUSSIOWACTION ITEMS: * A. Consider an appeal of an administrative decision made by the Director of Community Development reqardinq the placement of a sign on the side of his building facinq Spring Road. Update to the City's Circulation Element - Review of the Scope of Work. Consider a listing of various work tasks to be accomplished as part of the update to the City's Circulation Element of the General Plan. Staff Recommendation: Review the work tasks list and direct staff as deemed appropriate. C. Consider a report concerning requested pedestrian crossing markings mid -block on Quail Summit Road. Staff Recommendation: Direct staff as deemed appropriate. D. Consider a report concerning requested speed humps on Laurel Glen Drive and Hillside Drive. Staff Recommendation: Direct staff as deemed appropriate. E. Consider a report concerning tree value replacement as part of PD -1065 (Colin Velazquez). Staff Recommendation: Determine a reasonable replacement value and require such to be deposited with the City to fund the Los Angeles Avenue Streetscape Plan. F. Consider authorizing the City Engineer to advertise for bids for the repair of curbs, gutters, sidewalks, and asphalt pavement subsequent to the tree removal project. Staff Recommendation: Authorize the advertisement for bids. * G. Consider proposed truck scales within the Moorpark City Limits. Staff Recommendation: Direct staff as deemed appropriate. * H. Consider amending the Rules of Procedure for City Council Meetings regarding length of meetings. Staff Recommendation: Direct staff as deemed appropriate. I. Consider a proposed Comprehensive Planning Ordinance and a proposed Comprehensive Traffic Plan. Staff Recommendation: Direct staff as deemed appropriate. J. Consider cost estimates for Highway 118 improvements through the Virginia Colony Area. Staff Recommendation: Authorize the City Engineer to prepare plans and specifications for the proposed widening of Highway 118 from Iron Fabricators to Conejo Ready Mix. K. Consider the establishment of Park Dedication Fees for Non - Residential Development. Staff Recommendation: Direct staff as deemed appropriate. L. Consider nominating a local historic structure for inclusion in the National Register of Historical Places. Staff Recommendation: Direct staff as deemed appropriate. • M. Consider a request from Urban West Communities concerning PC -3 (Mountain Meadows) dwelling unit occupancy limitation. Staff Recommendation: Direct staff as deemed appropriate.
