A. Approval of 1987/88 Warrant Register:

C. Consider accepting the public improvements within Tract 4037
(Calprop) and authorize exoneration of specific bonds. Staff
Recommendation: Accept the improvements and authorize the City
Clerk to exonerate specific bonds.
D. Consider extending the date of completion for Collins Drive
between the southern tract boundary (Tract 3963 - Griffin) and
Glenwood Drive. Staff Recommendation: Require that Collins
Drive between the southern tract boundary and Glenwood Drive be
completed by January 15, 1989.

portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Public Comment portion of the meeting. Speakers will be heard in
the order that their Speaker Cards are received. A limitation of 3 minutes
shall be imposed upon each speaker.

E. Consider a status report concerning the openinq of the south
side of Tierra Rejada Road Staff Recommendation: Receive and
file this report.
Consider a report regarding code enforcement activities for the
period of February 1988 to July_ 1988. Staff Recommendation:
Receive and file this report.
G. Consider a request from the Planning Commission to hold a joint
meeting with the City's Parks and Recreation Commission to
discuss the subject of a downtown park. Staff Recommendation:
Approve the request for a joint meeting between the Planning
Commission and the Parks and Recreation Commission concerning a
downtown park.
H. Consider the purchase of a small refrigerator for the lunch
room of the new City Hall facility. Staff Recommendation:
Authorize staff to purchase a small refrigerator.
I. Resolution No. 88- Consider a proposed resolution
authorizing the installation of "Stop" signs at various
locations within South Village (Tract.Nos. 4140, 4141 and 4142)
and * establ i sKi ng a "No Parking-Any Time" zone along the inside
of the knuckle of Mistygrove Street and Heatherwood Hollow
Avenue. Staff Recommendation: Approve the proposed
resolution.
9. PUBLIC HEARINGS:
A. Appeal No. 11 of a Planning Commission decision by A & R
Development. A & R Development proposes to eliminate the
requirement for pilasters .in conjunction with wrought. iron
fencing. Staff* Recommendation: Uphold the Planning
Commission's decision.
10. COMMENTS FROM COUNCILMEMDERS:
A. Consider the rotation of appointment to the Highway 118
Strategy Committee. Current appointees are Councilmembers
Harper and Perez. The new appointee, along with Councilmember
Perez, will serve for the period of September through November.
11. DISCUSSIOWACTION ITEMS:
* A. Consider a draft _Req est__ for _P_ro op sal (RFP to update the
City's Land Use and C_ irculation Elements of the General Plan.
Staff Recommendation: Approve the draft RFP and direct staff
to send it out to consultant firms.

B. Consider revision to the Tierra Rejada Road/Moorpark (Spring)
Road Area of Contribution Report. Staff Recommendation:
Direct staff as deemed appropriate.
C. Consider proposed improvements of unimproved medians and
parkways throughout the City. Staff Recommendation: Direct
staff as deemed appropriate.
D. Consider a draft tree ordinance. Staff Recommendation: Direct
staff as deemed appropriate.
E. Consider approving bronze colored poles along Tierra Rejada
Road. Staff Recommendation: Direct staff as deemed
appropriate.
F. Consider authorizing the acquisition and installation of an
identification sign for Peach Hill Park. Staff Recommendation:
Approve the sign as recommended, and authorize staff to proceed
with installation.
G. Consider draft standards concerning development within the
City's hillside areas. . Staff Recommendation:. Direct staff to
continue work with the Council's ad hoc committee or set this
matter for public hearing.
H. Consider a report concerning a request by A & R Development for
re- distribution of 1987 residential permit allotment. Staff
Recommendation: Direct staff as deemed appropriate.
I. Consider a recommendation for an affordable housing program.
Staff Recommendation: Direct staff as deemed appropriate.
J. Consider a design for the West Meadows Park basin. Staff
Recommendation: Approve the recommendation from the Parks and
Recreation Commission.
K. Consider a request for additional funds for the curb, gutter
and sidewalk project. Staff Recommendation: Direct staff as
deemed appropriate.
L. Consider a report concerning the donation of tree(s) by
Warmington Homes and Jerry Strau han. Staff Recommendation:
Approve the recommendations from the Parks and Recreation
Commission.
M. Consider a report concerning recommendations for names for the
community park site. Staff Recommendation: Approve the
recommendation from the Parks and Recreation Commission.
N. Consider the establishment of an intra- citr_bus service. Staff
Recommendation: Direct staff as deemed appropriate. (No staff
report was prepared.)

12. ORDINANCES:
A. Ordinance No. 99. A proposed ordinance amending the municipal
code by adding Chapter__ 10.02 relative to animal control
(curbing of animals). Staff Recommendation: Approve the
proposed ordinance for second reading and adoption.
B. Ordinance No. 100. A proposed ordinance rescinding the City's
previous flood damage prevention ordinance and setting forth a
new flood damage prevention ordinance. Staff Recommendation:
Approve the proposed ordinance for second reading and adoption.
