It. has been determined that joint letters from the three cities
(Moorpark, Simi Valley and Thousand Oaks) would not be appropriate or
even necessary at this time. This is primarily a result of the
position taken by each City as well as the amount of publicity
already presented on the matter. Attached are draft letters revised
to reflect the Council's position.

We request that the Board keep us informed on a continual basis
regarding the development of the Reagan Presidential Library, as well
as any proposed development within the Tierra Rejada Greenbelt. The
lack of detailed information regarding the project has created a
great deal of rumor and speculation in the eastern part of the
county. We feel that it is in everyone's best interest to put this
speculation to rest as soon as possible.
It is our understanding the Reagan Presidential Foundation has not
yet filed a formal planning application with the county, and the type
of entitlement required has not been determined at this time. We
wish to request notification of the permit filing, and informational
copies of any documents or exhibits prepared for the development.
We feel strongly that the integrity of the Tierra Rejada Greenbelt
Agreement must be sustained, and development of the library must be
consistent with the intent of the greenbelt. We do not want the
library proposal used as a means for future additional land use
concessions on any property within the greenbelt. A great deal of
attention should be given so that infrastructure (access, utilities,
etc.) is built only to the level necessary to serve the library and
not induce further development of the area.

The City of Moorpark wants to express its interest in the development
of the Reagan Presidential Library in eastern Ventura County. Such a
project must be consistent with the intent of the existing Tierra
Rejada Greenbelt Agreement.
We also must stress that the selected site lies within the Tierra
Rejada Greenbelt Area which is contiguous to our community. As such,
we have a significant interest in the design and construction of the
library.
It is our understanding that finalization of the exact 100 -acre site
will take place in the next two months. We understand that the
library development will be processed through the County of Ventura;
however, we would greatly appreciate periodic information from the
Foundation as the project design unfolds.
We look forward to working with you, and offer our assistance to the
Foundation during the design process.
