LEGISLATIVE COUNSEL'S DIGEST SB 1880, as introduced, Davis. Transportation: Ventura County Transportation Commission. (1) Existing law establishes a county transportation commission in various counties. This bill would create the Ventura County Transportation Commission, prescribe its membership, powers, specify the amount of annual revenues to be allocated to the commission, and provide for the transfer of assets and liabilities from the Ventura County Association of Governments, thereby imposing a state - mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement, including the creation of a State Mandates Claims Fund to pay the costs of mandates which do not exceed $500,000 statewide and other procedures for claims whose statewide costs exceed $500,000. This bill would provide that rto reimbursement shad be made from the State Mandates Claims Fund for costs mandated by the state pursuant to this act, but would recognize that local agencies and school districts may pursue any available remedies to seek reimbursement for these costs. 1, x417. iuujv —I. . -eer lij?.iuLij:i. .iv.
