SB -1880 (Davis) concerning the establishment of a County
Transportation Commission (CTC) for Ventura County
SB -1880 will establish a CTC for Ventura County. The CTC would be
responsible for transportation planning and programming in Ventura County.
In conjunction with the creation of the CTC, the ten (10) cities are in
the process of forming a Ventura County Association of Cities. These two
organizations will essentially replace the Ventura County Association of
Governments (VCAG). The Council has previously supported this action.
STAFF RECOMMENDATION:
Authorize the Mayor to send a letter of support for SB -1880 to Senator
Davis.

County :should well serve the interests of Ventura County.
The members of the City Council of Moorpark,therefore,wish to

An act to amend Section 99233.2 of, and to add Sections
130050.1, 130054.1, 130105.1, and 130109.1 to, the Public
Utilities Code, relating to transportation.
LEGISLATIVE COUNSEL'S DIGEST
SB 1880, as introduced, Davis. Transportation: Ventura
County Transportation Commission.
(1) Existing law establishes a county transportation
commission in various counties.
This bill would create the Ventura County Transportation
Commission, prescribe its membership, powers, specify the
amount of annual revenues to be allocated to the commission,
and provide for the transfer of assets and liabilities from the
Ventura County Association of Governments, thereby
imposing a state - mandated local program.
The California Constitution requires the state to reimburse
local agencies and school districts for certain costs mandated
by the state. Statutory provisions establish procedures for
making that reimbursement, including the creation of a State
Mandates Claims Fund to pay the costs of mandates which do
not exceed $500,000 statewide and other procedures for
claims whose statewide costs exceed $500,000.
This bill would provide that rto reimbursement shad be
made from the State Mandates Claims Fund for costs
mandated by the state pursuant to this act, but would
recognize that local agencies and school districts may pursue
any available remedies to seek reimbursement for these costs.
