Membership in the Association of Ventura County Cities (AVCC)
As the City Council is aware, a Council - appointed representative from each
of the 10 cities in the county have been meeting to discuss formation of the
AVCC. This, along with the County Transportation Commission, would serve as
a successor to VCAG.
Attached are the draft by -laws. It is recommended that the City Council
approve them and express its intent to be a member of the AVCC.
STAFF RECOMMENDATION:
Approve the draft by -laws as presented, and direct staff to indicate the
City's intent to be a member of the Association of Ventura County Cities.

FOR
ASSOCIATION OF VENTURA COUNTY CITIES
ARTICLE I
NAME
SECTION 1.
DRAFT
The name of this organization shall be the Association of Ventura County
Cities. In these by -laws it may be referred to as AVCC or Association
AVCC by -laws shall be adopted, repealed, or amended by a two - thirds vote of
the member cities.

PURPOSES
SECTION 1.
The purpose of the AVCC shall be:
A. To address issues, concerns, and needs common to the incorporated Cities
of Ventura County.
B. To share information among cities and serve as � forum for the
resolution of mutual problems.
C. To review County -wide planning and planning - related issues for the
purposes of maintaining a significant role in the regional development
of County lands. To ensure that environmental concerns are properly
addressed. To generally preserve the quality of life in Ventura
County.
D. To promote and advance the interest of the Cities of Ventura County in
all areas of municipal activities before County, State, Federal,
Regional and other governmental entities.
ARTICLE I I I
ORGANIZATION
SECTION 1. MEMBERSHIP
A. Membership in the AVCC will consist of each incorporated City in Ventura
County.
B. Each member city will designate a regular voting representative and
alternate representative. Both representatives are invited to attend
all Association meetings; however, each City will have one vote on all
matters before the Association.

C. A Managers Committee shall be created. The Committee shall be comprised
of the City Managers of each member City.
SECTION 2. OFFICERS
A. A Chair of the Association shall be appointed on an annual basis. The
chairmanship shall rotate on an east /west, large /small city basis. The
eastern large cities are: Camarillo, Simi Valley, and Thousand Oaks.
The eastern small cities are Fillmore and Moorpark. The western large
cities are Oxnard and San Buenaventura. The western small cities are:
Santa Paula, Port Hueneme, and Ojai.
B. A Vice -Chair shall be appointed on an annual basis to chair AVCC
meetings in the chairpersons absence.
SECTION 3_ MEETINGS
A. The AVCC will meet five times per year in the months of February, April,
June, September and November. Additional meetings may be scheduled if
necessary.
B. The Chair of the AVCC will be supported by the City Manager from the
same City. The City Manager shall serve as Association Secretary.
C. The agenda for each AVCC meeting will be prepared by the Managers
Committee. The agendas will be distributed by the Association Secretary
at least ten (10) days prior to a scheduled AVCC meeting.
D. The Association will adopt an annual schedule of meetings. Meetings
shall be held at 7:30 a.m. or 5:30 p.m. and generally be limited to two
hours in duration.
E. All meetings will be conducted pursuant to the State Brown Act.
F. The AVCC will schedule a semi - annual meeting with the Ventura County
Board of Supervisors to ensure continuing communication and productive
relations. More meetings may be scheduled if necessary. All members of
City Councils and the Board of Supervisors shall be invited to attend
the semi -annul meetings.
G. A majority of voting members shall constitute a quorum at AVCC meetings.
SECTION 4. DUES
A. No dues shall be required of member cities.
B. Expenditures by the Association shall be addressed and voted upon by
member cities as necessary.
