GENOVESE City Treasurer SUBJECT: CONSIDER AN ADDITIONAL APPROPRIATION FOR IMPROVEMENTS OF THE PEACH HILL PARK CONSTRUCTION PROJECT AND DATE FOR PARK DEDICATION As the City Council is aware, the Peach Hill Park Project is very near completion. The maintenance period required by the construction project contract is scheduled to end April 30, 1988. A park opening ceremony is being scheduled for 10:00 A.M. on the above mentioned date. Most concerns regarding the progress of the construction of the project have been resolved. However, two major concerns that remain are the drainage of the sand play area and striping of the parking lots. The concern with the sand play area is that the current drainage flow and drainage capacity does not meet the minimum standards. To alleviate the concerns with the drainage of the sand play area, City staff has had a redesign prepared of the drainage in the sand area. This redesign involves the addition of perforated drain lines flowing into an existing 12 inch reinforced concrete storm drain. All work to be performed is within the sand play area and was not previously included in the park design. The redesign was prepared by the landscape architect and City Engineer's office at no cost to the City. The second concern is the striping of the parking lots. This item was not included in the original design and has not been performed by a change order to date. As the City Council will recall, the construction project was approved for the amount of $575,000. This Change Order is to provide shims for the bleacher so they may be installed at a level elevation and provide security against theft and /or vandalism. This Change Order is not expected to exceed $900.00. The estimated balance of the original construction contract contingency is therefore $1,456.00. The Honorable City Council April 15, 1988 Page 3 The concern regarding the drainage to the sand play area and striping for the parking lots are ones which the City staff feels should be alleviated prior to the park opening scheduled for April 30. The construction of these projects are estimated not to exceed $6,500.00. These estimates include both construction costs and any construction observation costs, and may be City Manager Approved Contracts. However, as indicated earlier, the current contingency amount for the contract construction project is only $1,456.00. To proceed with this project it will be necessary for the City Council to appropriate an additional $5,000.00 for the project. If completion of work can't be assured prior to park opening, it will be postponed and completed at a later date. In consideration of the above mentioned appropriation, two items should be considered: 1. The construction contingency expended to date is under 2% of the contract total which is relatively low for a project of this nature. 2. The funds to be appropriated are projected to come from the neighborhood portion of the Peach Hill area funds since the settlement of the Warmington case. RECOMMENDATION 1. Appropriate $5,000.00 of park improvement funds for the neighborhood portion of Peach Hill Funds (Fund 05) for the sand play area improvements. 2. Authorize the City Manager to execute the necessary agreement for services. 3. Set April 30, 1988 at 10:00 A.M. as date for park dedication. Any related expenses for the park dedication ceremony will be funded by the special departmental supplies account of Administrative Services and City Council Departments already budgeted for such purposes.
