H. Consider awarding the site preparation contract for the Senior
Citizens Center and appropriating the necessary funds. Staff
Recommendation: Direct staff as deemed appropriate.

portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

* I. Consider contractual services for financial administration
services. Staff Recommendation: Defer discussion to the
proposed meeting of February 17, 1988. (The staff report for
this item has not been prepared.)
* L. Review of the City's appropriation limit and consideration of
alternative actions. Staff Recommendation: Review
alternatives and set an election to request an increase in the
appropriation limit.
M. Consider a response to a letter from John W. Newton &
Associates, Inc. dated January 13, 1988 concerning Moorpark
City Council /Affordable Housing Committee. Staff
Recommendation: Authorize the Mayor to send a response.
* N. Consider a report concerning a flood control access road for
Tierra Rejada Road just south of Tierra Rejada Bridge. Staff
Recommendation: Direct staff as deemed appropriate.
0. Reconsideration of Resolution No. 88 -442. Staff
Recommendation: Direct staff as deemed appropriate.
12. ORDINANCES:
A. Ordinance No. 94. A proposed Ordinance amending the zoning of
an 8.5 acre parcel within PC -3 from "PC" (Planned Community) to
RPD6.5U. The site is located on Walnut Creek Road north of
Tierra Rejada Road. Staff Recommendation: Approve the
proposed Ordinance for second reading and adoption.
