discovered a conflict with a proposed Flood
road. The proposed access road, which is
part of the 'Tierra Rejada Bridge Project,
two lots in the tract (refer to enclosed
At "A") .
In order to mitigate this impact, Urban West is asking the
City to approve moving the access road from the west to the
east side of Tierra Rejada Road. The proposed relocation
and alignment of the access road is shown in Exhibit "B ".
This alignment would connect to the future access road to
the 69 -acre park. Access from Tierra Rejada Road would be a
signalized intersection at the northern entrance to the high
school.
The proposed alignment was reviewed with Ventura County
Flood Control. They are requesting an alternative alignment
similar to the original access road that connects directly
to Tierra Rejada Road (refer to Exhibit "C"). However,
staff is concerned with access at this point due to a
possible sight distance problem. Staff is continuing to
discuss those concerns with Flood Control.
The bridge contractor is presently reviewing both
alternatives and will provide the City with a cost estimate.

RECOMMENDED ACTION
It is recommended that the City Council:
1. Approve the concept of relocating the access road
to the east side of Tierra Rejada Road.
2. That an alignment be worked out by staff to the
satisfaction of the City and Ventura County Flood
Control.
3. That Urban West Communities be required to pay any
additional construction costs above the cost of
the original access road.
4. That Urban West Communities provide a complete
design of the final alignment.

Per our telephone conversation, this is a written request that the flood control access
road for the Tierra Rejada Bridge be moved from the west to the east side of Tierra
Rejada Road.
Upon completion of the preliminary design of Tract 4342, it was discovered that a
conflict existed between the tract and the original flood control access road.
Preliminary discussions were held with city staff and Ventura County Flood Control to
verify that a move of the road was possible. The new road was then designed. We are
now asking the city to approve the new road.
The proposed road will allow access by flood control via the park entrance road currently
under design per our West Village tract conditions. Direct access will no longer be
required from Tierra Rejada Road, thus alleviating a potential traffic hazard. The new
road will be less visible from Tierra Rejada Road, thus creating a more pleasant ride
along Tierra Rejada Road.
You have previously received preliminary cost estimates for both the old and proposed
flood control access roads. Based upon those preliminary cost estimates, there should be
little or no increase for the cost of this work. Urban West is willing to pay any increase
in cost up to $2,340.00 as long as we receive and approve an itemized breakdown of the
costs. We look forward to the approval of this change and the completion of the Tierra
Rejada Road Bridge.

entire combined road would have to be designed for heavy
truck loading, an access easement is required and the joint
use may present liability problems.
For these reasons we have sketched an alternate flood control
access road on the attached plan. The length and construction
cost would appear to be approximately equal to the flood con-
trol road portion of your plan. We request that you proceed
with the alternate plan.
