SUBJECT: TIERRA REJADA ROAD MEDIAN IMPROVEMENTS IN TRACT 2865
(PACIFICA AND PARDEE)
The City Council recently requested a report concerning the funding of
the subject improvements. Tract 2865 was approved by the County prior
to establishment of the Tierra Rejada /Moorpark Road Area of
Contribution (AOC). As such, AOC fees were not paid for the 622 lots
within the Tract. In addition, the Tract was not conditioned to build
the median improvements including the immediately adjacent street
pavement.
In 1985 the
City Council determined that the AOC should not fund this
median improvement.
The Council also decided that
the median
improvements
should be
constructed and would be funded by an assessment
on the 622
lots as
part of Assessment District 84 -2.
The total
improvement
cost was
estimated at $228,000 with $156,000
for median
landscaping
and irrigation
and $72,000 for hardscape.
The Council
decided to spread the cost over a four (4) year period beginning with
the 1986 -87 fiscal year. The funds were to be held in reserve until
the fourth year (1989 -90) when construction would be done. The annual
assessment is about $91.70 per lot with a four year total of about
$367.00.
In August 1986 the City Council authorized working with Pacifica to
have the balance of the median curb and pavement installed. The City
recently reimbursed Pacifica $27,834 for this work. At that time the
Council directed that any adjustments to the assessments to reflect
projected costs would be determined in the fourth year. We are also
working with Pardee to finalize a similar reimbursement agreement in
the estimated amount of $50,000 for the improvements in their portion
of Tract 2865. In 1987 the Council authorized $1,000 for the design of

meandering sidewalk and landscaping on the north side of the Pardee
portion of Tract 2865. Pardee has cooperated with the City on this and
will install the meandering sidewalk, utility stub outs for the areas
to be landscaped and deposit $1,500 for street trees. It is
anticipated that the landscaping of this area would be done in
conjunction with the median landscaping project if sufficient funds are
available. It is planned that the improvement plans for the
landscaping project will be prepared during 1988 -89 for construction in
1989 -90.
