ISSUE: May is National Neighborhood Watch
Month. In order to promote Neighborhood
Watch we are requesting the Moorpark City
Council take the following action.
RECOMMENDATION: Officially proclaim May as Neighborhood
Watch Month by a written proclamation.
Present certificates of appreciation to
five outstanding Neighborhood Watch
members. Proclamation would be presented
by Mayor Lane. Certificates would be
presented by Senior Deputy David Lea.
The program should take five minutes. We
are requesting a tentative date of May
18.
BACKGROUND: Neighborhood Watch is a crime prevention
program which enlists the active
participation of citizens, in cooperation
with law enforcement, to reduce crime in
the community.

WHEREAS, the month of May has been designated as
Neighborhood Watch Month; and
WHEREAS, Neighborhood Watch is a Crime Prevention Program
which enlists the active participation of citizens in cooperation
with the Police Department; and
WHEREAS, the program involves interaction allowing
citizens an opportunity to work together in a program of mutual
assistance; and
WHEREAS, the program involves citizen training which
enables residents to recognize and report suspicious activities
in their neighborhood; and
WHEREAS, the program involves implementation of crime
prevention techniques, such as security for the home and
"Operation Identification "; and
WHEREAS, Sheriff John V. Gillespie wishes to enlist
citizen participation and involvement in a self -help cooperative
attack against crime.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
does hereby proclaim May 1988 as NEIGHBORHOOD WATCH MONTH in the
City of Moorpark, and urges all citizens to join in this
cooperative effort to combat crime.
