Wall, City Clerk I' June 7, 1988 SUBJECT: Award of Bid - Publication of Legal Notices /Ordinances Government Code Section 20169 requires a City to publish a notice inviting bids and contract for the publication of legal notices required to be published when there is more than one newspaper of general circulation printed and published within a City. This process is to be completed before the beginning of each fiscal year. There are two newspapers of general circulation within the City of Moorpark. On April 20, 1988, staff received authorization to go out to bid for the publication of the City's legal notices and ordinances. The Notice Inviting Bids for this work was published in the Moorpark News on April 27, 1988 with the bid opening set for June 6, 1988 at 3:00 p.m. The notice was also sent to: the Moorpark Mirror, The Enterprise, the News Chronicle, the Daily News, and the Star -Free Press. Only one bid was submitted to the City in a timely manner, and it was opened at the date and time set forth in the notice by the City Clerk, with the Deputy City Clerk present. The bid was submitted by the Moorpark News. The bidder is an experienced and reputable firm, qualified to perform the work set forth in the bid. Their bid, at 38.5 cents per line (12 picas at 8 point Helvetica with 8 leading - standard column) is below the rate currently paid by the City for publication, and meets all of the requirements set forth in the notice. In addition, the bidder has stated they will donate a quarter page ad space to be used as the city wishes, every three months. It was suggested this ad space could be used for such things as announcements of coming events, a newsletter, etc. STAFF RECOMMENDATION: Award the bid for legal publications /ordinances to the Moorpark News for Fiscal Year 1988/89. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864
