It is the intention of the Moorpark Senior Citizen's club to move into
the Community Center as soon as possible after City offices vacate the
premises. Before the Seniors formally move into the new facility, the
City needs to have a formalized understanding of the terms and
conditions by which they will occupy the building.
Potential items to consider should include:
1. Rent, if any;
2. Building maintenance — interior and exterior;
3. Grounds maintenance;
4. Sharing costs of utilities:
water, sewer, gas, electric, refuse service, cable
television;
5. Insurance and indemnification;
6. Alterations to building;
7. Operation of Senior related programs;
8. Furniture, furnishings and equipment;
9. Repair of damage /destruction to building;
10. Access for emergencies;
11. City right to inspect /enter property;
12. Assignment and subletting (renting to others);
13. What occurs in the event of more than one organized Seniors'
Club in Moorpark;
14. Use of alcohol on premises;
15. Term, length of lease.

STAFF RECOMMENDATION:
As Council has designated Mayor Pro Tem Brown to work with the Seniors
in the past, direct that Mayor Pro Tem Brown work with staff and draft
Lease Agreement for Council consideration at October 19, 1988, Council
meeting.
