GENOVESE City Treasurer Under the direction of the Governor, the week of October 23 -30, 1988, has be proclaimed as Red Ribbon Week in California. Red Ribbon Week is a call to reduce the demand for drugs. The Red Ribbon is the symbol of the commitment to live a drug -free and healthy lifestyle. In order to promote Red Ribbon Week we are requesting the Moorpark City Council take the following action: Officially proclaim October 23 -30, 1988, as Red Ribbon Week by a written proclamation. The proclamation would be presented by Mayor Lane to Senior Deputy David Lea and students (K thru 12) representing their school. The program should take about five minutes. We are requesting a tentative date of October 19. A sample proclamation is attached that can be used to prepare the actual document for the City Council. Prepared by: Submitted may: / DAVID LEA, Sf. Oeput�i0 _, �,� ;Nlq MIKE BROWN, Lieutenant Police Department City '`ouncil �ti;��,;;,g Police Department of 1 — j7 -1S8� ACTION: �u 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 PROCLAMATION "RED RIBBON WEEK" OCTOBER 23 THROUGH 30, 1988 WHEREAS, drug abuse in California has reached epidemic stages, and the 15 to 24 year old age group is dying at a faster rate than any other age group; and, WHEREAS, it is imperative that a united effort of community members be launched to stem the tide of drug abuse; and, WHEREAS, co- sponsors of RED RIBBON WEEK, are asking citizens to take this opportunity to demonstrate their commitment to drug free lives by wearing a red ribbon from October 23 through 30, 1988; and, WHEREAS, youth, parents, teachers, and persons from all walks of life are offering their commitment to eliminate the demand for alcohol and drugs by wearing a symbolic red ribbon during RED RIBBON WEEK; and, WHEREAS, the use and abuse of drugs and alcohol can lead to failing grades, failing jobs, crimes, addiction and ultimately, loss of life; and, WHEREAS, as long as the demand for drugs exists, supply will follow and availability will remain; and, WHEREAS, the prevention of drug abuse through awareness and education is necessary to bankrupt the suppliers; and, WHEREAS, education through the available programs can save lives and make communities safer for all Californians. NOW, THEREFORE, the City Council of the City of Moorpark, does hereby proclaim October 23 through 30, 1988, as RED RIBBON WEEK in the City of Moorpark, does urge all citizens to join in this cooperative effort and combat drug abuse in our community.
