Knipe, Assistant City Engineer DATE: October 26, 1988 SUBJECT: Enforcement of the California Vehicle Code Within Tract 3963 -2 and Tract 3963 -3 (Griffin) BACKGROUND INFORMATION On October 30, 1987, Council adopted Resolution No. 87 -422 finding and declaring certain private roads in Tract 3963 -1 subject to the California Vehicle Code. Recently in the Campus Canyon area of Moorpark, there has been additional concern regarding enforcement of the California Vehicle Code in Tracts 3963 -2 and 3963 -3. Traffic associated with the Campus Canyon School is utilizing the new sections of Pecan Avenue and Monroe Avenue. Also, traffic associated with Moorpark College is utilizing the new section of Collins Drive. However, since street improvements have not been accepted into the City's street system and the improvements are not covered by a resolution such as Resolution No. 87 -422, the California Vehicle Code cannot be enforced. Because the general public is using the private sections of Pecan Avenue, Monroe Avenue, and Collins Drive, enforcement of the Vehicle Code should be made applicable. Attached is a resolution that complies with Section 21107.5 of the California Vehicle Code and enables the provisions of the Vehicle Code to apply to private streets. The streets to which the resolution applies are shown on Exhibit "A ". Said public hearing will be held at a regular meeting of the Moorpark City Council on November 16, 1988, commencing at 7:00 p.m. at the Moorpark Community Center, 799 Moorpark Avenue, Moorpark, California.
