SU13JECT: CONSIDERATION OF ADDITIONAL APPROPRIATION FOR TIERRA
REJADA ROAD BRIDGE PROJECT
As you are aware, the recent approval of Change Order No. 1 exceeded
the existing contingency amount for this project. There were also
other costs related to the processing of the Change Order and
resolution of the contract disputes. In addition, there are savings
based upon prior estimates for project administration as well as the
need to continue to provide for a construction contingency. A summary
of costs and savings is:

An additional appropriation of $185,412 is estimated as being needed
for the project at this time. This does not include any contribution
that the Waterworks District might make towards construction of the
sewer line, which would reduce -the funds needed by the City.
Information concerning this matter is currently being prepared.

On May 27, 1987, the Council approved appropriations for the estimated
cost of the project totalling $4,011,088. Of this amount, $3,349,500
was from the Tierra Rejada /Moorpark Road AOC and $661,588 from the Los
Angeles Avenue AOC. The Los Angeles Avenue AOC costs were approved for
the following purposes:
1. $56,000 For AOC authorized costs for median improvement
and Southern California Edison Right -of -Way
acquisition.
2. $367,834 Advanced for Area of Benefit costs.
3. $237,754 Advanced to pay estimated costs in excess of
the projected July 1, 1987, Tierra
Rejada /Moorpark Road AOC Fund Balance.
In May 1987, it was estimated that the Tierra Rejada /Moorpark Road AOC
would earn $75,000 in interest in the 1987/88 Fiscal Year. These funds
could not yet be appropriated. At the present time it is estimated
that at least $100,000 in interest will be available from this AOC in
1987/88. Additional interest will be earned with the actual amount
partially based on how quickly the project is completed. In addition,
with the recent issuance of allocations under Measure F and approval of
the Embassy Project, approximately another $85,500 in Tierra
Rejada /Moorpark Road AOC fees should be available this year. These
fees, however, cannot be appropriated until they're received by the
City.
It is recommended that the following actions be taken.
1. Approve Project contingency of $60,800.
2. Appropriate an additional $100,000 in Tierra Rejada /Moorpark Road
AOC funds for this project.
3. Advance an additional $85,500 from the Los Angeles Avenue ACC for
this project. This should not be expended if the expected Tierra
Rejada /Moorpark Road AOC fees are paid in 1987/88 as well as
additional interest earned. This would still leave $2,000,000 in
the Los Angeles Avenue AOC at the end of the current fiscal
year. This balance includes the expenditure (loan) for the
Bridge project and Area of Benefit. As the loan is repaid, these
funds would be available in the Los Angeles Avenue AOC.
4. Direct that as funds become available in the Tierra
Rejada /Moorpark Road AOC that they be repaid to the Los Angeles
Avenue AOC plus accrued interest that would have been otherwise
earned on those funds, before being used f r any otherCV546kh}A
