At its meeting of January 20, 1986, the City Council adopted
Resolution No. 86 -266 approving a 55,280 sq.ft. retail center and
office complex. The configuration was to be as one main building
at the rear of the property and three free- standing pads toward
the front. A minor modification was approved by the Council on
April 6, 1988 to authorize a minor adjustment in square footage
between two of the yet unbuilt free - standing buildings.
At the time of the original approval it was desired that the
shopping center be designed with a vehicular pass through aisle
from the shopping center to the Chevron station adjacent to the
site. However this never happened at the time. That is now the
subject of this request for a minor modification. The Chevron
station will be rebuilt as a self serve station with a food mart as
a result of the approval of PD -1059. One of the conditions of
approval of that development entitlement is that the station be
designed with this pass- through aisle. Chevron has complied by
showing this on its approved site plan (copy attached). To
effectuate this requires a change in the Moorpark Plaza site plan.
Therefore, this modification is being requested by Mash Associates,
the developer of the Moorpark Plaza. However, Chevron will be
responsible for the actual construction, which is why the Chevron
site plan is attached rather than the Mash site plan.

The Moorpark Plaza project was originally approved with 272
parking spaces. An additional two spaces were gained when an
unnecessary loading area in the front of the building was converted
to parking. The construction of the pass- through aisle will result
in the loss of four parking spaces. This represents only a two
space reduction from the original approval. The parking for the
center is far in excess of the required parking; therefore,
required parking will not be eliminated. Only 185 spaces would be
required. However, 89 additional spaces are provided. This was
intended to be used as additional parking for restaurants or
medical offices, both of which require greater parking. With the
current leasing of the shopping center, only 175 spaces have been
needed thus far (this includes six restaurants) . the intention is
to promote the use of a common internal vehicle passage way
between the properties, but not to eliminate the two parking spaces
from the total number available to Mash Associates in determining
required parking spaces over time.
The Director of Community Development has reviewed and approved
this request for a modification and deemed it to be minor.
Past practice in a minor modification has been to allow the Council
to set this matter for a public hearing if it feels the proposed
changes are significant. If the Council takes no action, then the
Director's decision stands.
Recommended Action
1. Receive and file the minor modification.
2. Direct staff to accomplish needed formal administration so as
to list correct number of parking spaces to be used for future
calculations on the Mash Associates property
