Agreemen '.t and Escrow Instructi.ons to allow occupancy prior to compliance of Condition No. 33 — Development Plan Permit No. 302 (American Products). Status of Los Angeles Avenue Widening Project. Resolution No. 88- A proposed resolution setting forth Council policy concerning the City's Social Services Account. Staff Recommendation: Approve the proposed resolution. F. An informational report concerning the board member composition of the Moorpark Mosquito Abatement District (M.M.A.D.). Staff Recommendation: Receive and file this report. G. Consider the acceptance of the Princeton Avenue Signal Project as complete. Staff Recommendation: Accept the project and authorize the-City Clerk. to file a Notice of Completion with the County Recorder's Office. H. An informational report concerning a possible "No Right Turn on Red" at the intersection of Los Angeles Avenue at Princeton Avenue. Staff Recommendation: Receive and file this report. I. Consider the acceptance of the Condor Drive Traffic Signal Project as complete. Staff Recommendation: Accept the project and authorize the City Clerk to file a Notice of Completion with the County Recorder's Office. J. Transmittal of the conceptual signal design and preliminary project schedule for the Moorpark Avenue /High Street Traffic Signal Project. Staff Recommendation: Receive and file this information. K. Approval of City Council Minutes: 1. Special Meeting of December 16, 1987 2. Special Meeting of January 20, 1988 3. Specia.1 Meeting of February 3, 1988 L. Request by CalTrans for City Engineer Review of traffic matters in the 118/23 Freeway Environmental Impact Study. Staff Recommendation: Authorize review of the document at a cost not to exceed $700. M. Change Order No. 2 for the Tierra Rejada Bridge Project. Staff Recommendation: Approve the Change Order at no cost to the City. 9. PUBLIC HEARINGS: A. Designation of the private roads within Tract 3306 (Glen Haven), within Tract 4037 (Calprop), within Tracts 3019 and 3525 (Warmington), within Tracts 3070 -4 and 4170 (U.S.Condo), within PM -3215 (_Poindexter Associates), within LDM -8 (Annotti), within DP -356, within DP -315 (Warshaw), and within DP -324 ( Franz Wolfe) as being subject to the provisions of the California Vehicle Code. Staff Recommendation: Adopt Resolution No. 88 permitting the provisions of the California Vehicle Code to apply to the private streets indicated. Development Permit No. 302 (American Products), Major Modification. A request to add 121,520 square feet to an existing 109,300 square foot industrial building located along Highway 118 (Los Angeles Avenue) west of Buttercreek Road. Staff Recommendation: Approve the Major Modification with conditions. Planning Commission Recommendation: Approve the Major Modification with conditions. C. Update to the City's Land Use and Circulation Elements - Amendment Requests Screening Hearing. Consider a request from sixteen property owners and interested parties for General Plan Land Use changes to be made part of the City's General Plan Update. Staff Recommendation: Consider only four (4) of the sixteen (16) requests for land use changes. �I..o A. Consider the City's appointment to the Moorpark Mosquito Abatement District (M.M.A.D.). B. Consider the City's appointment to the Ventura County Arts Commission. DISCIISSIOWACTION ITEMS: A. Transmittal of the Moorpark Annual Police Report (January 1, 1987 to December 31, 1987. Staff Recommendation: 'Receive and Tile this report. B. Consider awarding the site preparation contract for the Senior Citizens Center and appropriating the necessary funds. Staff Recommendation: Direct staff as decided approN;iata. (Continued from February 3, 1988, Item 11.H.) C. Consider contractual services for financial administration services. Staff Recommendation: Direct staff as deemed appropriate. D. Consideration of proposed language for the Gann Appropriations Limit Ballot Argument. Staff Recommendation: Direct staff as deemed appropriate. E. Consider a report concerning the Highway 118 Alignment Study. DISCUSSIOWACTION ITEMS: (continued) Consider possible participation by CalTrans in storm drainage improvements along Moorpark Avenue. Staff Recommendation: Direct staff as deemed appropriate. G. Consider a report concerning outside agency responses to the New Los Angeles Avenue Extension Alignment Study. Staff Recommendation: Adopt the alignment and provide further direction as deemed appropriate. H. Potential alternative uses for available monies in the Los Angeles Avenue Alternate Route Fund (New Los Angeles Avenue Extension). Staff Recommendation: Direct staff as deemed appropriate. I. Proposed communication regarding Highway 101 widening impacts. Staff Recommendation: Direct staff as deemed appropriate. J. Proposed vehicle and truck counts on state highways within the City of Moorpark. Staff Recommendation: Direct staff as deemed appropriate. K. Report concerning additional police resources for the City during the Highway 101 widening project. Staff Recommendation: Receive and file this report. L. Consider authorizing the City Manager to approve a contract for pavement repair on Tierra Rejada Road. Staff Recommendation: Authorize the City Manager to approve the contract in an amount not to exceed $7,500. M. Consider the selection of additional trees for Peach Hill Park. Staff Recommendation: Direct staff as deemed appropriate. N. Consideration of a proposed benefit assessment formula for Flood Zone 3. Staff Recommendation: Direct staff as deemed appropriate. 0. Review of the draft 23/118 Gap Closure quarterly newsletter_.
