SUBJECT: AGREEMENT FOR PROFESSIONAL SERVICES FOR ACQUISITION OF OFFICE
FURNISHINGS FOR NEW CITY HALL OFFICES
City staff is currently proceeding with the various acquisition
components of the City Hall project. One of these items includes the
selection and acquisition of office furnishings for the new offices.
To date the approved floor plan has been fitted with a schematic layout
of work areas including: open office areas, administrative offices,
reception /lobby areas and filing needs. A preliminary budget and
selection with specifications has been developed. The next step in the
process is to establish the procurement process and final selection of
furnishings for the project.
Attached is an Agreement proposal with NOVA Interior Resources. This
Agreement will require NOVA to proceed with several items necessary for
the acquisition and placement of office furnishings in the new City
Hall. These items include the following:
1. NOVA will secure for the City of Moorpark favorable pricing
on the furniture as outlined in the drawings and
specifications. This pricing will reflect G.S.A. and /or
State of California pricing policies, as was done with the
City of Santa Paula and the City of Ventura.
2. NOVA will inspect all proposals received to insure that they
are complete and that they meet the requirements of the City
of Moorpark.
3. NOVA will obtain pricing on alternative systems which meet
the specifications and approval of the City of Moorpark.

4. NOVA will see to the ordering of the furniture and guarantee
the correctness of the order according to the attached
drawings and specifications.
5. If necessary and agreed upon, NOVA will provide the furniture
directly on behalf of the City of Moorpark under the pricing
policy of G.S.A. or the State of California.
6. NOVA will insure that all proposals, drawings,
specifications, etc. meet or exceed state and city codes and
ordinances that apply to such furniture purchases.
7. NOVA will do a final walk -thru and punch list after
installation to insure the project has been completed to the
satisfaction of the City of Moorpark.
The fee for the above mentioned services will be 6% of the selling cost
of the furnishings purchased. It. is anticipated that this fee will be
between $1,000 and $6,000 depending on the cost of the furnishings
purchased. If no furnishings are purchased by the means of this
Agreement, no fees for any services rendered by NOVA would be due.
As addressed in the items necessary for acquisition and placement of
office furnishings, the procurement process will be the same process
that was utilized by the City of Santa Paula and the City of Ventura.
City staff has solicited another bid from Facilities Management
Consultants for a similar procurement process. This firm's bid is 14%
of the selling cost of the furnishings purchased.
After approval of the Agreement, the City staff will meet with the City
Facilities Committee to review the current design plans prior to the
soliciting of bids by the Consultant. When all bids have been
received, a review will be made by the Committee for a recommendation
to the City Council. At the time the item comes before the City
Council, any deletions to the proposed purchase may be made.
Additionally the details of the funding mechanisms will be discussed
and reviewed since it is currently anticipated that funds other than
the City Hall Construction Fund will need to be utilized.
RECOMMENDATION
Authorize the Mayor to execute the Agreement for Services with NOVA
Business Furnishings on behalf of the City of Moorpark.
