Knipe, Assistant City Engineer DATE: February 9, 1988 SUBJECT: Change Order No. 2 For the Tierra Rejada Bridge Project BACKGROUND INFORMATION The Tierra Rejada Bridge is currently under construction by the Myers- McKean Construction Company. The contractor has requested the use of an alternative pile design for abutment No. 1 on the north side of the Arroyo Simi. The present design calls for CIDH (Cast -In Drilled Hole) Piles. The contractor's reasons for requesting an alternative pile design are as follows: 1. With the CIDH pile, the entire depth of the hole (approximately 60 feet) must be dewatered. This could result in a significant amount of time and delay because of the current winter construction and subsequent high ground water levels. 2. A longer period of time must pass before any load can be applied on the cast -in drilled hole piles due to the curing time for concrete. Therefore, other project work on or adjacent to these piles cannot begin until after the curing time. The design engineer in consultant has reviewed that will provide the cast -in drill hole pile design engineer to the design criteria and type conjunction with the geotechnical and approved an alternative pile same structural integrity as the Attached is a letter from the City Engineer that outlines the of pile that will be used. 799 MOWPWk A"MA MOOrpArk, C IIMb"ft 9M (W5) $29.8$84 Page -2- In order to facilitate the design change, the City Engineer has prepared Change Order No. 2. This change order replaces Item No. 29 in the bid specifications for CIDH pile with the new 13 -3/8 inch OD steel pipe pile. Attached Change Order No. 2 will provide for the new steel pipe pile to replace the CIDH pile at the original contract price for CIDH pile and there is no additional cost to the City for this change order. Also included in the change order is an amount deducted for the extra fees associated with the design engineer and the soils engineer. This amount is for the consultants time to analyze the various alternatives proposed by the contractor and provide a new design to facilitate the use of the steel pipe piles. RECOMMENDED ACTION Approve Change Order No. 2 to replace CIDH piles at no extra cost with steel pipe piles in abutment No. 1 of the Tierra Rejada Bridge. MpoRPARK Of ), Coun'. Dennis Dalzait City Engineer City of Moorpark 799 Moorpark Avenue Moorpark, California 93021 Subject: Tierra Rejada Road Bridge Dear Mr. Delzeit: As requested by the contractor, Bob McKean, we have reviewed the pile design for Abutment No. 1 and have conferred with Moore & Taber and Mr. McKean relative to substituting driven steel piles for the specified CIDH concrete piles. Enclosed are two letters of recommendation from Moore & Taber responding to various alternatives presented by the con- tractor through Willdan. A considerable amount of discussion, research, calculations, and evalua- tions were performed by Willdan and Moore & Taber in order to respond to the contractor's questions. A final alternative was decided upon by the three parties through telephone discussions on .January 22, 1988. This agreed upon alternative is presented in the enclosed sketches and are as follows: 1. Except as otherwise indicated in these recommendations, all work shall comply with the contract plans and specifications including the referenced standard specifications and soils report. The sub- stitution as described herein shall satisfy the design intent of Caltrans Standard Plan B2 -5, Alternative W. 2. The CIDH concrete piles shall be replaced with sixteen 13 318 -Inch CD x 0.438 -inch or 14 -inch ID x 0,375 -inch A -36 or better, open. ended, steel pipe driven to a minimum 70 -ton bearing capacity as calculated by the ENR formula. Material certification shall be submitted, or in lieu of that, a representative sample taken and tested to prove strength of the metal. Lugs shall not be used without specific prior approval. Piles that reach required tip but not design bearing may be left to set up overnight before continuing the driving. 3. The abutment and approach fill shall be placed as near as practi- cable to the proposed finish subgrade at the backside of the abut- ment and to the bottom of the abutment on the channel side. Fill material shall be granular and non - corrosive in nature as accept- able to engineer. 4. Piles shall be pre - drilled to elevation 445 with a 16 -inch diameter auger to limit impact on adjacent sewer and storm drain lines dur- ing driving. Annular voids remaining after driving shall be filled with pea gravel. 5. The contractor is responsible for repairing or replacing to the sat - Isfaction of the engineer and at no additional cost all adjacent sew- er or storm drain piping which Is found to be damaged after pile drlving is complete. S. At the contractor's option, the bottom of the abutment may be placed at a constant elevation of 465 or as otherwise acceptable to the engineer.
