GENOVESE City Treasurer Attached is a request from A & R Development for the installation of decorative concrete entryways on Loyola Street and Fordham Street. As shown in the attachment, these proposed entryways would be stamped concrete in a color selected by the City. As indicated in the letter, these special entryways have been approved by the Planning Commission. However, this request is being denied because of potential maintenance costs as well as a concern that these types of stamped concrete pavement areas are typically placed at intersections as sidewalks and not mid -block. In the past, such requests for stamped concrete entryways have been denied. However, these requests were for locations along Tierra Rejada Road, whereas both Loyola and Fordham Streets are collector streets and do not have the same traffic volumes. With the proposed concrete entryways, increased maintenance costs come from cleaning to maintain the original color and repairs to damaged areas. Most cities do not clean tire marks from these areas and the entry theme concept is eventually lost with time. Although a color other than the usual brick red, such as gray, may lengthen the theme period it is still eventually lost. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Page -2- Repairs to these concrete areas are also more expensive than asphalt concrete. The color must be maintained as well as the stamped pattern. This additional repair cost is not known, but initial installation cost is at least twice that for conventional asphalt concrete. Finally, there is some concern that the stamped concrete will resemble a crosswalk and encourage mid -block pedestrian crossings. This concern could be alleviated if the stamped concrete areas were located at intersections. The developer is willing to provide the street with or without the stamped concrete entryways but does need a response from the City to maintain their current paving schedules. Unless otherwise directed by City Council, the City Engineer will deny this request and direct that the proposed areas be paved with standard asphalt concrete.
