Award of Contract for Aerial Photography and
Mapping Services
BACKGROUND INFORMATION
At the April 19, 1989 Meeting, the City Council decided that
additional information was needed and directed staff as
follows:
1. To coordinate with Caltrans regarding their role
following receipt of aerial topographic
information.
2. To verify that the original bid is still valid.
3. To obtain the costs of providing just the
City -wide aerial photos and the 200 scale photo
mylars.
4. To obtain the costs of providing 100 scale color
photos and photo mylars.
This report is a follow -up to the April 10, 1989 staff
report (copy attached).
DISCUSSION
Pursuant to City Council request, we have coordinated with
Caltrans representatives to obtain the attached letter. This
letter confirms that Caltrans will conduct an alignment
study for the extension of Routes 118 and 23 through the
City of Moorpark if the City provides the necessary aerial
topographic information.

As directed by the Council, we have also coordinated with
Pacific Western Aerial Surveys to verify that the freeway
mapping portion of their bid is still valid (Sections 1 and
2 of the Bid Summary). However, the original bids for
City -wide photos and 200 scale photo mylars (Section 3 of
the Bid Summary) are no longer valid. In its place the
contractor has supplied us with various options and costs as
listed in Exhibit "A ".
As shown in Exhibit "A", the cost of City -wide aerial
photos has increased only slightly if flown alone without
any other aerial work, and has decreased by about $250 if
flown with any other work.
The contractor has also provided new costs for 200 scale
color photos and photo mylars. These costs are shown in
Exhibit "A ". With the flight cost added on, the new cost is
slightly higher than the original bid amounts.
As requested by Council, the contractor has also provided
costs for 100 scale color photos and photo mylars. These
costs are shown in Exhibit "A ".
If the City Council decides to move forward with this
project, the following is recommended:

1. Item 3 (Route 118 connection and Los Angeles
Avenue realignment) should be included in any
option chosen.

Dear Mayor Brown:
On June 3, 1988 Caltrans staff met with representatives of the
City of Moorpark to discuss matters of mutual interest, one of
which was early westerly and northerly extensions of Routes 118
and 23 respectively upon completion of the Route 118/23
interchange. Early extensions of Routes 118 and 23 are unlikely
due to other commitments and limited resources. However, a plan
to protect necessary right of way would enhance eventual
implementation of these route extensions.
In furtherance of this objective, Caltrans will undertake the
significant engineering effort needed to establish the basic
design for these two facilities and set the right of way lines.
Protection of the right of way would be the responsibility of the
City of Moorpark and Ventura County, using local police powers.
However, establishment of the right of way lines should enhance
protection of right of way.
It is our understanding that the City will contribute to this
effort by furnishing appropriate (base) mapping upon which to
prepare the engineering designs. We look forward to this
cooperative venture.

Award of Contract for Aerial Photography and
Mapping Services
BACKGROUND INFORMATION
For planning purposes, the City and Caltrans have an
understanding that Caltrans will conduct an alignment study
for the extension of routes 118 and 23 if the City provides
the topographic information. Therefore, on December 21,
1988, a Request For Proposal (RFP) was distributed for
aerial photography and topographic mapping services.
Although mapping of either a 1,000 foot or 2,000 foot
corridor width was considered on the RFP, the mapping of a
minimum 1,000 foot corridor width is considered acceptable
by Caltrans and would be more economical for the City.
Additional alternatives on the RFP included City -wide color
aerial photos and 200 scale mylars of the City of Moorpark.
The proposals received, as well as a summary of the four
contractors' bids for the 1,000 foot corridor width mapping
and the additional alternatives are attached hereto.
The low bidder, Pacific Western Aerial Surveys, is an
experienced and reputable firm qualified to perform the
work. Discussions with Caltrans representatives have also
verified that the procedures proposed by Pacific Western
Aerial Surveys will be acceptable.
In accordance with the understanding between the City and
Caltrans, the City will be responsible for financing 100% of
the aerial mapping services to be provided. However, the
specific alignment of the Route 23 extension must be
determined by City, County, and Caltrans representatives
before a contract can be awarded. Dick Sommerhauser of
Caltrans has indicated that Caltrans is willing to work with
the City to determine a mutually acceptable alignment.

Items 4 and 5 were added by staff as additional work that
could be accomplished with the above. The City -wide aerial
color photos and 200 scale mylars can be done at a minimal
cost if done in conjunction with the other work and would be
very useful to the Planning and Engineering Departments in
their review of proposed projects and preparation of
exhibits.
RECOMMENDED ACTION
If the City Council decides to move forward with this
project, it is recommended that the following be included:
1. Item 3 be included in any option chosen.
2. Item 4 and 5 be included in the award of work.

City will provide a Moorpark Incorporated Boundary
Map for your use.
A response is requested two weeks from the date of this
letter. Please fill out the attached bid schedule and send
