Draft Housing Element (March 1989)-of the General Plan. - A draft of the revised Housing element of the City's General Plan as' preiodic updating required by State law. * Staff Recommendation: Direct Staff as deemed appropriate. Staff Recommendation: Approve Conceptual Master Plan as submitted and authorize staff to proceed with the preparation of Phase I plan for development. D.
