Consider approval of minutes fo_r_t_he Regular City Council Meeting of _April 19,-1989. Staff Recommendation: Approve the minutes as presented. B. Consider approval of_ Warrant _Register 1938/89: - Prepaid Warrants Nos 8636 -8649 8651 -8655 $ 42,525.54 - Payable Warrants Nos. 8657 -8700 $302,799.89 Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address tho Council concerning a Pub] ic Nearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. CONSENT CALENDAR: (Continued) Consider adoption of Resolution_ _No. __89- _ for _parking restrictions on Campus Park Drive west _o_fPrinceton Avenue_. Staff Recommendation: Adopt Resolution No. 89- implementing "No Stopping Any Time" on Campus Park Drive from Princeton Avenue to approximately 200 feet north of Cambridge Street (City Limits). D. Consider time extension for construction of Collins Drive south of Tract 3963 (Griffin Homes) Staff Recommendation: Extend time of completion to August 15, 1989. Consider approval of Final Map_ 4318 FalkeL_and agreement to construct improvements. Staff Recommendation: Approve the final map and authorize Mayor to sign subdivision improvement agreement. F. Consider grading bond exoneration policy. Staff Recommendation: Approve exoneration of grading bond for DP -313 (Coats) effective May 3, 1989. G. Consider_ parking cadet _program __ final____repo_rt._ Staff Recommendation: Receive and file. H. Consider Minor Modification No. 1 for Lot 66 - Tract No. 4001 /RPD No._ 1029 (Burg Property). Staff Recommendation Receive and file. Consider Resolution No. 89- renaming a section of College Heights _Drive to Loyola Street and_For_dham Street to College Heights Drive within and adjacent_ to Tract 3049 (A_ & R Development) Staff Recommendation: Adopt Resolution No. 89- J. Consider time extension for Tentative Tract Map No. 4081 Colmer) to January 6, 1990 and approve certain new /modified conditions of approval. Staff Recommendation: Extend time for map approval to January 6, 1990 and approve new /modified conditions. Authorize transfer of funds from the Community_ Development Block Grant (CDBG) Small Cities Pro_gram to the Community Development Fund Staff Recommendation: Authorize transfer of $16,706.25 from CDBG Small Cities (Fund 17) to Community Development (Fund 41). Consider approval of shared cost items Qroposed by_t_he Animal Req_ul_ation Department. Staff Recommendation: Approve City's participation in shared cost items and direct staff to include in proposed 1989/90 budget. M. Consider _opposition to AB _240_0 concerninq_required earmarking of Transient Occupangy__Tax Staff Recommendation: Oppose AB 2400. May 3, 1989 Page 3 8. CONSENT CALENDAR (Continued): N. Consider adoption of Resolution_No. 89- authorizing a_joint public hearing of the City Council and Redevelopment Agency for June 7 1989 to consider the Draft Redevelopment Plan and EIR. Staff Recommendation: Adopt Resolution No. 89- 9. PUBLIC HEARINGS: A. Consider revisions to Land _ Use Application Fees and Planning Rates. Staff Recommendation: Approve proposed increase in fees and charge rates. (Continued from April 19, 1989, Item 9.A.) B. Consider Industrial Planned Development Permits Nos. IPD 88 -8 through IPD 88 -17 (Moorpark West). The construction of ten industrial buildings on separate lots. The total combined floor area is 86,146 square feet. Located east of Maureen Lane, west of Bonsai Avenue, and approximately 600 feet north of Los Angeles Avenue. Staff Recommendation: Approve with conditions as recommended by the Planning Commission. 10. COMMENTS FROM COUNCILMEMBERS: A. Appointments to Community Arts Committee. 11. DISCUSSION /ACTION ITEMS: A. Consider adoption of Resolution_ _No. 89- establi_shinq a_fee sin for buess registration permits pursuant to Ordina_nc_e No. 108. Staff Recommendation: Adopt Resolution No. 89- a business registration permit fee. B. Consider Moorpark Unified School District waiver request to State Board of Education concerning__ 280 Casey Road site_. Staff Recommendation: Direct staff as deemed appropriate. Consider review of Moorpark Unified School District negative declaration action for _propos_e_d Middle School on__ proposed extension of Peach Hill Road_. Staff Recommendation: Direct staff as deemed appropriate. D. Consider modification to _ General _Plan UQdate _process. Staff Recommendation Direct staff as deemed appropriate. Exoneration of bond and acceptance of cash payment in lieu of street tree _lacement fo_r, Tract_ 38_41 (Griffins Staff Recommendation: Accept in lieu payment and exonerate remaining bond. 12.
