GILLESPIE Chief of Police L� Development SURJF.C1': LOT LINE ADJUSTMENT 89 -1, MINOR MODTFiCATION NO. 4 TRACT 3953 /GRIFFIN HOMES background The Council has previously approved Tract M:tp 396:3 a)W Res i dent. i.a l Pl artned Development: Permit Nu. 1041 to enable construct:ic:m of GTi.ffin's Campus Hills tract. The first phase of the prujr!ct has bean completed. Phases 11 and 11I are currently under construction. On April 14, 1.989, Griffin homes submitted a Lot Line Adjustment. and Minor Modi.ficntion request to modify Cho property lines of 10 lots (see Exhibit. 1 F 2). Discussion The purpose of this Lot Line Adjustment and Minor Modi.ffcat: ion is as follows: Half of the lots in question were at. a higher elev t:ion than the other half. Those l.ots are separated by a 1t t -oot. retaining wall. The tract as originally designed placed the property Iin*� flash on the retaining walls. The addition of a 6 foot wall separating l.he logs would create a wall 1.0 feet high on the rear of the lower l eN7o l lot,,. If the height- difference. between the tipper and lower lots were cnnnect.ed by slope of earth property lino wall will he on the r.:lopo. This could rasalt in future problems in wall height and stability on both the lower and uppe..r. Logs. The applicant proposes to relocate the property line 3 feet 9 inches to separate the wall.s. The resulting space he.t:ween tl,e walls will be. landscaped. See attachment for a secLional ViraGJ. The City of Moorpark requires a 20' re %ir yard set -back, (40 Coat separation of houses on back to back lots). The purpose of the Minor Modif.ictti.ol;n is to reduce the setback, of half the lots frorn 20 feet to 18 feet; 3 inches. Pursuant to Resolution No. 86 -276 the Director has the authority to approve the lot line adjustment. This matter is being presented to the Council as a courtesy. in the event the Council wishes to appeal the Director's decision it may do so. Should the Council desire to appeal, it should set a public hearing date. The next available meeting date would be the Council's regular meeting of July 5, 1989.
