On August 10, 1989, the City received three (3) bids from
contractors for the Annual Street Overlay - 1989 Project.
The total bid amount for all seven alternate bid schedules
are as follows:

However, it is recommended that an award of contract only be
made on four of the bid schedules as follows:

The remaining bid schedules for Dorothy Avenue, Ruth Avenue
and nitrry Street were added by the City Council during
preliminary budget review. However, these streets are not
re-�ommended for overlay at this time since these streets
were :slurry sealed in 1986 and show no physical sign of
needing an overlay at this time. These streets will
be monitored for possible overlay in the future.
With regards to the overlay of Campus Park Drive, it should
be pointed out that the overlay of streets with median curbs
can t,ave a problem with water ponding against the median
curb. To avoid this problem, overlay projects are designed
with a continuous overlay thickness from median curb to
outside curb and gutter. Though this is the least cost
alternative, it results in an asphalt build -up at the median
curb and a reduction in curb height. Another alternative is
to ccld plane the entire street width prior to the overlay.
This overlay project was bid with a continuous asphalt
overlay of Campus Park Drive. However, with the concurrence
of tze City Manager, it is recommended that the entire
street: width of Campus Park Drive be cold planed at an
additional cost of $16,000 prior to the overlay.
The budget for this project is $210,000. However the City
will be receiving approximately $238,000 in FAU funding for
a to'.al of $448,000. The FAU funds can be used for other
pr•oj(!(,ts, but is recommended for use at this time since this
projcc:t has already been bid and is ready now for
construction.

the amount of $270,904.50.
2. Approve the additional cost to cold plane Campus
Park Drive.
3.. Authorize the City Manager to approve amendments
to the contract not to exceed $27,100.
