RESIDENTIAL PLANNED DEVELOPMENT PERMIT NO. RPD -1041 MINOR
MODIFICATION NO. 6 (GRIFFIN HOMES - TRACT NO. 3963 -3)

On February 18, 1986, the City Counc.1I approved RPD•-1041 and Tract
Map No. 3963 for the Griffin Homes development. Condit.i.on No. 16 for
RPD -1041 requires a fencing plan for the ,ide and rear yards, to be
approved by the Planning Commission prior to issuance of a zoning
clearance. The fencing /wall plan approved by the City for Phases 2 and 3
shows a four- course slumpstone block wall with 4 1/2 feet of wrought iron
on top along the rear property lines (Exhibit. 1).
Discussion
Griffin Homes has requested a modification to the fencing /wall. plan
for Phase 3 to allow 6 -foot high wrought iron fencing with slumpstone
Pilasters (Exhibit 2) at each rear property corner along the rear property
lines for lots 299 through 314. The .reason for the requested change to the
rear yard fencing is due to the locatJ on of n drainage V- ditch across lots
302 through 314. If a slumpstone base is r:onstructed, the drainage would
be backed up and would not reach the e..xi.sting V- ditch. While the V -ditch
is located only on lots 302 through 314, 6 -foot high wrought iron fencing
is also proposed for lots 299 through 301 for continuity and aesthetic_
reasons. A location map showing lots 299 through 314 is attached (Exhibit
3).
Exhibit "2" attached shows the fenco existing today. The area between the
upper school yard fence and the newly installed fence is an open space lot
(OS -1) of this project. In. the fut:nre it will be maintained by the

Homeowners Association. Staff was concerned with this area remaining in a
natural state (weeds) and intends to condition this minor modification to
provide landscaping on the open space area adjacent to the new homes.
Staff has reviewed the proposed Minor. Modification to PD -1041 and proposes
to approve the request. Pursuant to Resolution No. 88 -523, the Director has
the authority to approve the Minor. Modification. This matter is being
presented to the Council as a courtesy. Tn the event the Council wishes to
appeal the Director's decision, it may do so. Should the Council desire to
appeal, it should set a public hearing date. The next available meeting
date would be the Council's regular meeting of September 6, 1.989. If the
Council takes no action then the Director's decision will. be final.
