GILLESPIE Chief of Police Attached are proposed revisions to the by -laws of the Association of Ventura County Cities (AVCC). The changes are underlined and relate to the timing of the election of officers (Section 2) and the clarification of the Mangers' Committee (Section 3). The nine other cities in the County have approved these changes. TO 5298270 P.02 MW 6%8—"%9 a BY -LAWS FOR ASSOCIATION OF VENTURA COUNTY CITIES ARTICLE.. NAME The name'of this organization shall be the Association of Ventura County Cities. In these by -laws it may be referred to as AYCC or Association AYCC by -laws shall be adopted, repealed, or amended by a two- thirds vote of the member cities. ARTICLE I PURPOSES SECTION 1. The purpose of the AYCC shall be: r, A. To address issues, concerns, and needs common to the incorporated Cities• of Ventura County. S. To share information among cities and serve as a forum for the resolution of mutual problems. C. To revie -i County -wide planning and-planning-related issues for the purposes of maintaining a significant role in the. regional development of County lands. To ensure that environmental concerns are properly addressed. To generally preserve the quality of life in Ventura County. 0. To promote and advance the interest of the Cities of Ventura County in all area; of municipal activities before County, State, Federal, Regional and other governmental entities. ARTICLE Iii ORGANIZATION SEC, T ION 1. MEMBERSHIP A. Membership in the AYCC will consist of each incorporated City in Ventura County. B. Each mer ber• city will designate a regular voting representative and alternate rE;resentative. Both representatives are invited to attend all Association meetings; however, each City will have one vote on all matters :,Afore the Association. OCT -18 -1989 15 :4C. OFFICERS A. A Chair of the Association shall be ELECTED AT THE REGULAR JUNE MEETING OF THE ASSOCIATION . The chairmanship shall rotate on an east /west, large /small city basis. The eastern large cities are: Camarillo, Simi Valley, and Thousand Oaks. The eastern small cities are Fiilmore, and Moorpark. The western large cities are Oxnard and San Buenaventura. The western small cities are: Santa Paula, Port Hueneme, and Ojai. B. A Vice -Chair shall be ELECTED AT THE REGULAR JUNE MEETING OF THE ASSOCIATION to chair AVCC meetings in the Chairpersons absence. SECTION 3. MANAGERS COMMITTEE A. A MANAGERS COMMITTEE SHALL BE CREATED. THE COMMITTEE SHALL BE COMPRISED OF THE CITY MANAGERS OF EACH MEMBER CITY. B. THE AGENDA FOR EACH AVCC MEETING WILL BE PREPARED BY THE MANAGERS COMMITTEE. C. THE DISTRIBUTION OF THE AVCC MEETING AGENDA SHALL BE ACCOMPANIED BY P.©7 MINUTES OF THE MANAGERS MEETING ALONG WITH ANY RECOMMENDATIONS THE MANAGERS COMMITTEE MAY HAVE FOR CONSIDERATION BY THE AVCC.OR OTHER BODIES, SECTION 4 MEETINGS A. The AVCC will meet five times per year in the months of February, April, June, September and November. The Chair of the AVCC will be supported by the City Manager from the same city. The City Manager shall serve as Association Secretary. C. The agenda -fer -the -AVCC meeting wi4l -be prepared -by the MaRagefs- Gomm *ttee. The agendas will be distributed by the Association Secretary at least_ e Q n Vdays prior to EACH AVCC meeting. D. The Association.will adopt an annual schedule of meetings. Meetings shall be held at 7 :30 a.m. or 5:30p.m. and generally be limited to two hours induration. E All meetings will be conducted pursuant to the State Brown Act. F. The AVCC will schedule a semi - annual meeting with the Ventura County Board of S- jpervisors to ensure continuing communication and productive relations.' More meetings may be scheduled if necessary. All members f , of City Councils and the Board of Supervisors shall be invited to attend the semiannual meetings. G. A majority of voting members shall constitute a quorum at AVCC meetings. SECTION 4.5' DUES A. No dues shall be required of member cities. B. Expenditures by the Association shall be addressed and voted upon by member cities as necessary. W
