GILLESPIE Chief of Police Philip Newhouse, Director of Community Services May 23, 1989 M SUBJECT: Consider Award of Contract for City Wide Tree Trimming, Removal, Stump Grinding and Root Pruning to Bob's Tree Service BACKGROUND: At your meeting on February 1, 1989, Council awarded Bob's Tree Service a contract for City wide tree trimming, removal and stump grinding in the amount of $37,905.00. Under that contract, the following were completed: Trees trimmed 622 Trees removed 16 Stumps ground 23 DISCUSSION: In following tip, staff has solicited bids to trim, remove and stump grind the balance of street trees City wide. With the completion of the proposed work, staff can establish an annual urban forestry program for the care and maintenance of our street trees. Additionally, the sidewalks at several locations throughout the City have been raised by tree roots. Staff has selected ten of the more severe areas for a root pruning test area. The tree roots will be pruned where they have grown under the sidewalks and curbs. If the trees survive and are not toppled by wind, additional areas will be selected to expand the program. By root pruning, we may be able to save many mature trees which have damaged hardscapes rather than having to remove them to prevent future damage to sidewalks, curbs and gutters. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The Honorable City Council Page 2 May 23, 1989 As a follow -up, staff is currently soliciting bids to replace the damaged sidewalks. The work will begin upon completion of the root pruning project. Funds in the amount of $50,000 to complete the work have been budgeted in the Street Improvement Budget (Account #03- 1142 -603). Funds for the tree related work have been approved in 1988/89 City Landscape and Lighting Assessment District budget (Account #23- 1143 -542) in the amount of $87,000; tree removal ($51,000) and tree trimming ($36,000). To date, $43,715.00 have been spent, leaving a balance of $43,285.00. Staff solicited a bid from Bob's Tree Service as Bob's was the only company able to provide the City with insurance when the initial work was bid. STAFF RECOMMENDATION: 1. Accept the bid submitted by Bob's Tree Service in the total amount of $12,560.00 to trim, remove and stump grind the trees at the locations indicated in Exhibit "A." 2. Approve an expenditure of $12,560.00 plus a 10% contingency of $1,256.00 for a total of $13,816.00 from Account #23- 1143 -542 for the related tree project, leaving a balance of $29,469.00 for future tree work as needed. 3. Authorize the City Manager to act on behalf of the City to sign all necessary forms and contracts to complete the work as described.
