CONSENT CALENDAR: Roll Call Vote Required. A. 1. Consider approval of minutes for the Special City Council Meeting of March 15, 1989_. Staff Recommendation: Approve the minutes as presented. 2. Consider approval of minutes for the Regular City Council Meeting of March 15, 1989. Staff Recommendation: Approve the minutes as presented. B. Approval of Warrant Register 1988/_8.9_: - Prepaid Warrants Nos. 8407 -8409, - 8450 -8471, 8473 -8474 $ 77,441.25 - Payable Warrants Nos. 8475 -8552 $130,742.60 C. Resolution No. 89- authorizing initiation of process to z consider amendment to oning code pertaining to siqns in multi - family residential zones. Staff Recommendation: Adopt Resolution No. 89- ------------------------------------------------------------------------------- Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. CONSENT CALENDAR: (Continued) D. Acceptance of miscellaneous curb, gutter, sidewalk and road repair project. Staff Recommendation: Accept work, authorize filing of Notice of Completion and authorize final payment pending clearance of lien period. E. Authorization to advertise for bids - North High Street Wideninq Project. Staff Recommendation: Authorize City Engineer to advertise for bids. F. Authorization to advertise for bids - Monte Vista Nature Park (Phase I). Staff Recommendation: Authorize advertisement for bids. G. Consider financial support for proposed opinion survey on half -cent sales tax ballot measure. Staff Recommendation: Appropriate $425 from General Fund Reserve. H. Consider additional appropriation_ for City portion of costs for Waterworks District No. 1 Feasibility Study. Staff Recommendation: Appropriate $250 from General Fund Reserve. I. Consider placement of stop signs on Williams Ranch Road at Laurel Glen Drive. Staff Recommendation: Leave existing stop sign in place. J. Consider Sheriff's Department 1988 Annual_ _Report. Staff Recommendation: Receive and file. 9. PUBLIC HEARINGS: A. Consider proposed business registration permit draft procedures, application form and ordinance regarding the re_i'stration of all businesses within the City_ Staff Recommendation: Approve the draft procedures, application form and direct staff to submit the draft ordinance for introduction and first reading at the Council's next scheduled meeting. 10. COMMENTS FROM COUNCILMEMBERS: A. Consideration of appointment for Planning Commission. Staff Recommendation: Direct staff as deemed appropriate. B. Consider appointments to MoorpArk Community Arts Committee. 11. DISCUSSION /ACTION ITEMS: A. Consideration of zoning_code change s__c_oncerninq_ Child Day Care Center. DISCUSSION /ACTION ITEMS: (Continued) B. Consideration of processing the Latunski and Clement General Plan Amendment and Zone Change Applications. Staff Recommendation: Direct staff as deemed appropriate. C. Evaluation of potential traffic control for Tierra Rejada Road at Pheasant Run Street and Harvester Street. Staff Recommendation: No change is recommended. D. Consider request for allocation for unallocated residential permit allotments pursuant to Residential Development Management System. Staff Recommendation: Set April 19, 1989 as date to consider possible allotment. E. Consideration of Assembly Bill AB) 628 - Local Land Use Initiatives. Staff Recommendation: Direct staff as deemed appropriate. * F. Consider 118/23 Freeway Bridge over Arroyo Simi. Staff Recommendation: Council will select a committee to attend the April 7, 1989 meeting with CalTrans. * G. Consider interim (three month) report on Intra City Transit Service and determination on continuation of service. Staff Recommendation: Direct staff as deemed appropriate. * H. Consider termination of transportation services and review of financial report for Star Club. Staff Recommendation: Authorize termination of services and receive and file report. Consideration of proposed Traffic Mitigation Fee. Staff Recommendation: Direct staff as deemed appropriate. J. Consider modification to planning rates. Staff Recommendation: Consider report and defer decision to April 19, 1989. K. Consider proposed installation of public telephone at_ Peach Hill Park. Staff Recommendation: Approve installation. * L. Consider authorization to advertise for bids - Moorpark Senior Citizens Center Improvements and approval of Gann Funds In Lieu of CDBG Funds for portion___ of project funding. Staff Recommendation: Authorize advertisement for bids, and appropriate $71,070 of Gann Funds for the project. ROLL CALL VOTE. * M. Consider advertisement for bids for City's landscape maintenance areas or negotiation of contract extension. Staff Recommendation: Authorize staff to negotiate contract extension for 1989/90 fiscal year. * N. Consideration of City activities and projects.
