CONSENT CALENDAR: Roll Call Vote Required. A. 1. Consider approval of minutes for the Adjourned City Council Meeting of January 11, 198_9. Staff Recommendation: Approve the minutes as presented. 2. Consider approval of minutes for the Regular City Council Meeting of January 18, 1989. Staff Recommendation: Approve the minutes as presented. B. Approval of Warrant Register 1988/89_ - Prepaid Warrants Nos. 8121 & 8122 8124 - 8160 $353,285.88 - Payable Warrants Nos. 8161 - 8229 $266,378.52 C. Authorize transfer of funds for preparation of City Council minutes. Staff Recommendation: Authorize transfer of $1,964.00 from Account 01- 1113 -601 (Salary) to 01- 1113 -642 (Contractual Services). Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. E. Consider rejection of claim b Guy Louis Melendez concerning incident on Tierra Rejada Road Bridge. Staff Recommendation: Deny the claim and instruct City Clerk to inform claimant of denial action. F. Status report on STAR Club_ Pram. Staff Recommendation: Receive and file. G. Proposed agreement with Moorpark Unified School District for Use of Facilities and Services. Staff Recommendation: Approve agreement and authorize Mayor to execute for City. H. Consider a report concerning Tierra Rejada Road at Walnut Creek Road Traffic Signal Mast Arm. Staff Recommendation: Receive and file. I. Consider acceptance of City Hall Project and authorize filing of Notice of Completion. Staff Recommendation: Accept project and authorize filing of Notice of Completion. J. Consider extending time limit for completion of improvements on Collins Drive Widening South of TR -3963. Staff Recommendation: Extend time limit for completion of improvements to April 15, 1989. K. Consider exoneration of Grading Surety for DP -313 (Coates). Staff Recommendation: Authorize City Council to exonerate above mentioned grading bonds.' L. Consider Agreement to Construct Improvements and Approval of the Final Map for TR- 3963 -4 (Griffin Homes). Staff Recommendation: Approve the final map and authorize the Mayor to sign. M. Consider contract for City-wide tree trimming and removal. Staff Recommendation: Award contract and authorize Mayor to execute contract for City. 9. PUBLIC HEARINGS: 10. Consider request to grant time extension for formation of Joint Powers Agreement (JPA) for open space area adjacent to Home Acres and PC -3. Staff Recommendation: Approve time extension. * B. Consider authorizing lease/ urchase of cony machine._ Staff Recommendation: Authorize 36 month lease. * C. Consider expansion of fixed route hours for Moorpark bus Service. Staff Recommendation _ Expand fixed route hours and eliminate Dial -A -Ride. * D. Consider request to remove back yard trees relative to City Ordinance No. 101._ Staff Recommendation: Direct staff as deemed appropriate. E. Proposed trial program for Parking Enforcement Program using Sheriff's cadet. Staff Recommendation: Authorize two month trial program funded by available expenditure savings at a cost not to exceed $1,700.00. F. Request of Moorpark Historical Society to use portion of Community Center site for construction of a building. Staff Recommendation: Refer to appropriate Council committee with direction to consider future use of Community Center site. G. Consider a report and recommendation from the Planninq Commission regarding the amount of residential lot size vs. dwelling unit size. Staff Recommendation Receive and file the Planning Commission's recommendation that no further action be taken by the Council. H. Consider a report reqardinq the cost involved in processinq Cit initiated General Plan Amendments GPA 88 -1 A & B Latunski /Clement. Staff Recommendation: Direct staff as deemed appropriate. I. Consider the Planning Commission's request for further direction from the City Council regarding Art in Public Places. Staff Recommendation: Advise the Planning Commission as deemed appropriate. J.
