Consider approval of minutes for the Special_ City Council Meeti_g of _ February 22, 1989. Staff Recommendation: Approve the minutes as presented. 2. Consider_ approval of minutes for the Regular Cif Council Meeting of March 1, 1989. Staff Recommendation: Approve the minutes as presented. B. Approval of Warrant Register 1988/89: - Prepaid Warrants Nos. 8315, 8389 -8406 $ 7,606.87 - Payable Warrants Nos. 8410 -8449 $131,480.76 C. Consider school crosswalk on SR23__ (Moorpark Avenue) at Wicks Road. Staff Recommendation Concur with Moorpark Unified School District to request CalTrans to remove crosswalk as part of overlay project. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Tearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. Consider status of the pedestrian and bike bridge cost estimates. Staff Recommendation: Receive and file this report E. Consider right -of -way (ROW) coordination for the Moorpark Avenue Traffic Signals. Staff Recommendation: Concur to have CalTrans acquire ROW for High Street and City for Poindexter /First Street. F. Consider East County Wasteshed Task Force Landfill Siting Study. Staff Recommendation: Appropriate $3,750 from General Fund Reserve and authorize City Manager to enter agreement for this purpose. G. Consider purchase of — s_t_o_rage bin._ Staff Recommendation: Authorize purchase of one (1) 40' storage bin from Account 01 -1147 -906. H. Consider commercial vehicle enforcement. Staff Recommendation: Receive and file this report. I. Consider adoption of _Resolution No. 89- a proposed resolution to state the _City of Moorpark's intentions to require all future development to provide meandering public sidewalks along state highways within —t_he_ City. Staff Recommendation: Adopt Resolution No. 89- J. Consider exoneration of_ Monument _Bonds for Tract 3998 _Phases 1 -4 (Urban West Communities] Staff Recommendation: Authorize exoneration of Monument Bonds. K. Consider exoneration of Monument and Encroachment Bonds for Tract 4001 Phases 1 -3 (Urban West Communities). Staff Recommendation: Authorize exoneration of Monument and Encroachment Bonds. L. Consider exoneration of Model Home Bonds for Tract 3274 (Urban West Communities).. Staff Recommendation: Authorize exoneration of Model Home Bonds. M. Consider _formation_ of _Disaster Council. Staff Recommendation: Designate eleven (11) member Disaster Council and direct City Manager to publicize for potential members: N. Consider Bonnie View Title Search. Staff Recommendation: Authorize additional $2,000 from currently budgeted gas tax funds for Title Search and Survey. 0. Staff Recommendation: Concur with streets recommended by staff and authorize bid preparation to include work anticipated for 1989/90. Q. Consider authorization_ for Police Department Training. Staff Recommendation: Approve use of existing budgeted funds for traffic and gang related training. R. Consider additional transfer of funds for approved equipment purchase. Staff Recommendation: Previously authorized fund transfer for lap top computer be amended and direct that funds not to exceed $650.00 be transferred from account 1121 -641 to 1121 - 907 -002. S. Consider Carlsberg Specific Plan cost estimates. Staff Recommendation: Concur with cost estimates prepared by staff. T. Consider Resolution No. 89- extending Ventura County Cablevision (VCC) franchise to July 6, 1989. Staff Recommendation: Adopt Resolution No. 89- U. Consider agreement to construct improvements and approval of the final map for Tract 4340 -5 and 6 (Urban West). Staff Recommendation: Approval of the final map and authorize signing of agreement. Discussion of proposals for the Community Development Block Grant Program (CDBG) 1989 -90 funding cycle for use of $178,290 in available_ funds. Staff Recommendation: Review .proposals as submitted to the City and direct staff as deemed appropriate. 10. COMMENTS FROM COUNCILMEIMBERS: 11. DISCUSSION /ACTION ITEMS: A. Consider agreement with City_ of Thousand Oaks for parking citation processing_ Staff Recommendation: Approve agreement and authorize Mayor to sign on behalf of City. B. Consider unmet transit needs hearing. Staff Recommendation: Direct staff to request from Transportation Policy Planning Committee (TPPC) that the City Council can determine whether inter- or intra -City bus service meets any identified unmet needs.
