Consider budget amendments for close_ of fiscal year 1988/89. Staff Recommendation: Approve transfer of funds as recommended. H. Consider exoneration of duplicate traffic signal bonds for Tract 4338. Staff Recommendation: Exonerate the duplicate traffic signal bonds at Walnut Creek Drive and Tierra Rejada Road immediately. I. Consider approval of street_ names for Tract 4081 (Colmer). Staff Recommendation:. Approve street names -as suggested by. the applicant except as noted in staff report. J. Consider a report regarding _Lot Line adjustment 89 -1 and Minor Modification No. 4 - Griffin Homes_ proposal to adjust rear lot lines within Tract 3963 and to _p_rovide _a minor reduction in required rear_ yard. Staff Recommendation: Receive report and file. K. Consider a report regarding_the specific details of the Moorpark Boys and Girls Club proposed__program to use Community Development Block Grant (CDBG) funds. Staff Recommendation: Confirm Boys and Girls Club CDBG funding. L. Consider approving travel authorization for the Director of Community Development's attendance at a 1989 _Downtown Revitalization Conference.- Staff Recommendation: Approve staff's request. M. Consider _proposed Resolution No. 89- to close City offices on Monday, July 3, 1989. Staff Recommendation: Adopt Resolution No. 89- closing City offices on Monday, July 3, 1989. N. Consider adoption of Resolution _No. 89- for _pAni q restrictions on both sides of Spring from Peach Hill Road to a Re Tierrjada- -Road. Staff Recommendation: Adopt Resolution No. 89- - -- - 0. Consider report on Special Election _ calendar. Staff Recommendation: Consolidate with Ventura County for November 7 election. Q. Consider amendment to service contract with Carl Warren and Company for claims administration. Staff Recommendation: Adoption of the amendment to the service contract and continued use of Carl Warren and Company as the City's claims administrator. R. Consider exoneration of Grading Bonds for DP -362 and DP -389 (Cabot, Cabot and Forbes). Staff Recommendation: Accept the improvements and authorize City Clerk to return the cash deposited in lieu of grading bonds. 9. PUBLIC HEARINGS: A. Consider revisions to Land Use Application Fees and Planning Rates. Staff Recommendation: Consider fees and planning rates. (Continued from April 19, 1989; May 3, 1989; May 17, 1989 and June 7, 1989, Item 9.A.) B. Joint public hearing of the M_oorpark City Council and the Moorpark Redevelopment Agency on the _proposed Redevelopment Plan for the Moorpark Redevelopment Project a_nd the _Final Environmental Impact Report FEIR_prep_ared_ for the Plan_. (Continued from June 7, 1989Item 9.B.) Recommended Actions: A. Open joint public hearing B. Staff presentation C. Other testimony D. Close hearing E.. Agency Actions: 1. Resolution No. 89- of the Moorpark Redevelopment Agency taking certain actions in connection with the Plan. 2. Resolution No. 89- of the Moorpark Redevelopment Agency approving the Plan and certifying the FEIR. 3. Resolution No. 89- of the Moorpark Redevelopment Agency finding that the use of taxes allocated from the Moorpark Redevelopment Project for the purpose of providing housing outside the project area will be of benefit to the project. Council evaluates Report to Council, FEIR, report and recommendations of Planning Commission, the Project Area Committee and evidence for and against the proposed Plan and all written or oral objections to the proposed Plan -- N &SC 33363. 2. Resolution No. 89- of the City Council of the City of Moorpark taking certain actions in connection with the Plan. 3. Resolution No. 89- of the City Council of the City of Moorpark approving the Plan and certifying the FEIR. 4. Resolution No. 89- of the City Council of the City of Moorpark finding that the use of taxes allocated from the Moorpark Redevelopment Project for the purpose of providing housing outside the project area will be of benefit to the project. 5. Resolution No. 89- of the City of Moorpark adopting written findings in response to written objections *.-in connection -,with the proposed Redevelopment Plan for the Moorpark Redevelopment �y Project. 6. Consider proposed assessments for "Moorpark Lighting and Landscaping Maintenance Assessment District No. AD -84 -2" for the fiscal year commencing July 1,__ 1989 and ending June 30, 1990 and consider Resolution No. 89- , a resolution confirming the assessment for fiscal year 1989/90. Staff Recommendation: Conduct public hearing and defer action on assessment until City budget is considered. D. Consider proposed assessments .for "Parks Maintenance Assessment District No. AD -85 -1" for the fiscal year commencing on July 1, 1989 and ending June 30, 1990_ and consider _Resolution No. 89- 1 a resolution _confirmi_n__ the assessment for fiscaLear 1989/90. Staff Recommendation: Conduct public hearing and defer action on assessment until City budget is considered. E. Consider a report regard ing__the reallocation_ of Community Development Block Grant CDBG funds from the Senior _Citizens Center project _to street_ improvement projects.
