Rodriguez summarizes quite clearly the activities which occurred during Country Days and the costs associated with law enforcement activities. Lt. Rodriguez highlights some of the problems encountered by law enforcement personnel in. maintaining order and these items will, be discussed with the organizers of Country Days at our wrap-ill) meeting which. is scheduled for Thursday, September 28th. Additionally, I have summarized other associated costs to provide the Council with a perspective as to the total commitment, on the City's part, to Country Days activities. These costs do not :include staff time and expenditures related to the operation of a City booth during the Country Days activities. The total commitment, on the City's part., to Country Days exceeded $8,900. Uncharged staff time totalling 54 hours ($3,510) can be broken down to twenty -eight hours associated with pi °ocessing encroachment permits and coordination of the Country Days event by Planning staff., the Director of Community Services and the Deputy City Manager, and i.wenty -six hours associated with the time spent by Lt. Rodriguez on the day of the event and in coordination prior to the event.. Also, included in this $8,900 figure, is approximately $4,250 appropriated for law enforcement activities on the day of the event and related to control of the evening activities which included the dance. Another $289 was expended for barricades, $287 for extra bus service, $450 for a Mariachi band, and the City waived the $105 encroachment and other permit charges tah i ch would be considered a loss of revenue. The processing of associated activities (Moose Lodge Horseshoe Tournament and High School Booster Cluh Run) are included in these estimates. GILLESPIE Chief of Police The 1989 Moorpark Country Days was a success and larger in scope than in prior years. The parade was longer, the street fair remained open two hours longer and the street dance drew attendance estimated at 1500 people- Minor incidents of drinking alcoholic beverages in public occurred throughout the day. In keeping with the family atmosphere of the event police staff maintained a low profile. When encountered, staff asked attendees to dispose of their alcoholic beverages and admonished them regarding drinking in public. The Beer Garden operated without incident during the afternoon street fair. During the evening dance the Beer Garden was extremely congested and, with the consensus of the Chamber, beer service was stopped at 10:30 p.m. Several factors surfaced during the day that required amendment of the original staffing plans for the dance. They were a major factor in resulting cost overrun to police the dance specifically and the entire day's events in general. Factors resulting in the required staffing changes included: 1. Despite requests for cooperation, alcohol violations were prevalent throughout the day. 3. The Chamber's entertainment coordinator allowed entertainment to remain on the main stage until 6:15 p.m., beyond the 6:00 p.m. cut off time. 4. A band began playing at 5:00 p.m. in a non -stage area in front of Cano's "La Playita" restaurant. This band attracted a crowd of 150 -200 people that became upset when the band was forced to stop playing at 6:30 p.m. 5. The street fair hours were extended until 6:00 p.m., two hours longer than last year. 6. The featured entertainment at the dance drew a larger crowd than in previous years. 7. Police staff was required to take numerous official actions, all the result of alcohol violations. Moorpark Police was supplemented by three Sheriff's Reserve Deputies and 16 Police Explorers from the Oxnard Police and Sheriff's Departments respective Explorers Posts. Explorers manned street barricades throughout the day and worked approximately 186 hours. The Chamber of Commerce has agreed to compensate the Explorers directly with a $300 contribution to the local Explorer Post. Official police actions included the following: (2) Violation of Moorpark Municipal Code Section 6112 - Possession of Open Alcoholic Container. Dispo: cite and release (4) Violation of Business & Professions Code Section 25662 - Minor in Possession of Alcohol. Dispo: cite and release (7) Violations of Penal Code Section 647f - Drunk in Public. Dispo: arrested and booked 1989 Moorpark Country Days Report September 22, 1989 Page 3 (2) Violations of Penal Code Section 415 Disturbing the Peace (fighting). Dispo: arrested and booked (1) Outstanding Traffic Warrant Dispo: arrested and booked (4) Vehicles towed from previously posted "No Parking" zones. Staff costs were originally estimated at $3,500 based on the Police Department's prior year experience. Subsequent to a Chamber request, the Council authorized an additional $750 from the City's Reserve Fund to police the Beer Garden during the street dance. Total authorized expenditure was $4,250. Staff costs were computed separately for the parade /street fair (6:30 a.m. - 6:30 p.m.) and the dance (6:30 p.m. - 12:30 a.m.). Total chargeable staff costs were $5,728.19, exceeding authorized expenditure by $1,478.19. Incrementally, these costs were $3,753.29 for the parade /fair and $1,974.90 for the dance as follows: Subtotal $3,753.29 Sheriff's Department Parade /Fair Staffing /Costs Lt.
