Approval of Warrant Register 1988/89: -- Prepaid Warrants Nos. 8001-8005, 7937-7941 $ . 8,576. 11 - Payable Warrants Nos. 8014-8065 $ 63,297.06 B. Consider approval of minutes for the Adjourned City Council and Joint Meeting of the City Council and the Park and Recreation Commission held December 12, 1988. Staff Recommendation: Approve the minutes as presented. C. Consider approval of minutes for the Adjourned City Council and Joint Meeting of the City Council and the Planning Commission • held December 19, 1988. Staff Recommendation: Approve the • minutes as presented. • D. Consider PD--1057, A & R Development - Minor Modification to increase the number of two story homes within the tract. Staff Recommendation: Receive and file. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. Consider DP-362, Cabot, Cabot & Forbes - A report regarding a proposed change in building color. Staff Recommendation: Receive and file. F. Consider the adoption of a policy concerning pool/spa requirements. Staff Recommendation: Approve the proposed policy document. G. Consider Lot Line Adjustment No. 300 - LDS Church - A report regarding a proposal to adjust a property line between the LDS Church and Moorpark College. Staff Recommendation: Receive and file. H. Consider Lot Line Adjustment 88-5, Griffin Homes - A report regarding a proposal to adjust lot lines within Phase II of Tract 3963. Staff Recommendation: Receive and file. I. Consider RPD-1041, Griffin Homes - Minor Modification to change a condition of approval allowing the issuance of a greater number of zone clearances prior to the park opening to the public. Staff Recommendation: Receive and file. J. Consider Landscape Architectural Plan Check and Inspection Services. Staff Recommendation: Defer consideration until January 18, 1989. K. Consider Authorizing attendance at annual California Parks and Recreation Society Conference March 9-12, 1989. Staff Recommendation: Approve attendance by Commission and Staff. L. Consider initiation of City Responsibility (AD 84-2) for landscape maintenance within portion of Tract 2865 (Pacifica). Staff Recommendation: Accept improvements and authorize City Manager to execute necessary contract for maintenance. 9. PUBLIC HEARINGS: A. Consider Business Registration/Permit Program - A report regarding various methodologies for the implementation of a business registration/permit program. Staff Recommendation: Direct Staff as deemed appropriate. 10. COMMENTS FROM COUNCILMEMIBERS: A. Consider appointments_ to the Redevelopment Project Area Committee (PAC). B. Consider Council appointment of citizens to various committees_ // City Council Agenda January 4, 1989 Page No. 3 11. DISCUSSION/ACTION ITEMS: A. Consider bond exoneration for Tract 2865 - 4,5,6 & 7 (Pacifica). Staff Recommendation: Authorize partial bond exoneration. B. Consider pre-submittal of proposed County General Plan Amendement in Santa Rosa Valley. Staff Recommendation: Direct Staff as deemed appropriate. C. Consider setting date for joint meeting with Parks and Recreation Commission concerning Arroyo Vista Community Park. Staff Recommendation: Set date. D. Consider construction of trash enclosures at City parks. Staff Recommendation: Approve two enclosures and authorize City Manager to execute necessary contracts at a cost not to exceed $7,400. E. Consider proposed City responsibility for removal of Booster Pump screening in Tract 2865 (Pacifica). Staff Recommendation: Direct Staff as deemed appropriate. F. Consider application for Proposition 70 Park Grant for 1989/90. Staff Recommendation: Authorize grant application for $68,000 for Arroyo Vista Community Park. G. Consideration of Encroachment Permit for placement of fence/wall within City right-of-way along Peach Hill Road. Staff Recommendation: Direct Staff as deemed appropriate. 12.
