COMMITTEE REPORTS: 8. CONSENT CALENDAR: Roll Call Vote Required_ A. 1. Consider approval of minutes for the Adjourned City Council Meeting of January 23, 19.89. Staff Recommendation: Approve the minutes as presented. 2. Consider approval of minutes for the Regular City Council Meeting of February 1, 1989. Staff Recommendation: Approve the minutes as presented. B. Approval of Warrant Register 1988/89: - Prepaid Warrants Nos. 8230 -4234 8236 $ 1,471.85 - Payable Warrants Nos. 8242 -8294 $192,913.03 C. Agreement to construct improvements and acceptance of riaht of way for PD -1065 (Velazquez). Staff Recommendation: Authorize Mayor to sign agreement, accept Grant Deed for streets and authorize City Clerk to execute Certificate of Acceptance for Grant Deed. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Dearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. Staff Recommendation: Authorize Mayor to sign agreement, Grant Deed for streets and authorize City Clerk to execute Certificate of Acceptance for Grant Deed. E. Reduction /exoneration of bonds for LDM -3 /PD -1010 (Palmer). Staff Recommendation: Accept public improvements except specified portion of Moorpark Avenue and exonerate monument and grading bonds on specified dates and reduce performance and payment bonds. F. Consider contract for weed abatement on public rights of way. Staff Recommendation: Award contract to Turf Pro in amount not to exceed $4,730. G. Consider adoption of Resolution No. 89- prohibiting smoking in all City Employment Facilities. Staff Recommendation: Adopt Resolution No. 89- 9. PUBLIC HEARINGS: 10. COMMENTS FROM COUNCILMEMBERS: A. Consider_ ointments to the Redevelopment Project Area Committee (PAC). — — - - -- - - - - -- — B. Consider establishment of City Performing and Fine Arts Committee. 11. DISCUSSION /ACTION ITEMS: * A. Consider City- Ordinance No. 101 "Preservation, Cutting, and Removal of Historic Trees, Native Oak Trees and Mature Trees ". Staff Recommendation: Amend Ordinance to include trees in rear yard adjacent to streets. * B. Consider approval of initial steps for adoption of Emergency Management Plan. Staff Recommendation: Introduce for first reading an Ordinance to authorize creation of a Moorpark Disaster Council. C. Consider a report regarding To pa _Management (PD -1064) request to replace the painted green__ metal window and door frames with bronze anodized frames on a commercial building at Los Angeles Avenue _and _S�rinq Road. Staff Recommendation: Deny the request and retain the requirement for green metal door and window frames. D. Consider adoption of Resolution_ No. 89- clarification of and amendment of certain conditions of- approval PD- 1_0_6_4 TOPA . Staff Recommendation: Adopt Resolution No 89- amending Resolution No. 88 -443 for the purpose of clarifying certain conditions of approval. City Council Agenda February 15, 1989 Page 3 11. DISCUSSION /ACTION ITEMS: (Continued) * E. Consider a recommendation from the Council's Community Development Committee and a report from staff regarding consultant selection to update the General Plan Update - Land Use and Circulation Elements and create a Carlsberg Specific Plan. Staff Recommendation: Uphold the recommendation of the Community Development Committee and select the firm of Phillips Brandt Reddick to accomplish both the General Plan Update and Specific Plan work. * F. Consider adoption of Resolution No. 89- initiating proceedings for the annual assessments for the "Moorpark Lighting Maintenance Assessment District No. AD -84 -2" for the fiscal year commencing July 1, 1989, and ending June 30, 1990; and ordering the enaineer to arepare and file a report in accordance therewith. Staff Recommendation: Adopt Resolution No. 89- * G. Consider adoption of Resolution No. 89- initiating proceedings for the annual assessments for the "Parks Maintenance Assessment District No. AD -85 -1" for the fiscal year commencing July 1, 1989 and ending June 30, 1990, and ordering the engineer to prepare and file a report in accordance therewith. Staff Recommendation: Adopt Resolution No. 89- -i H. Consider purchase of a spray boom for weed control. Staff Recommendation: Authorize purchase of spray boom. I. Consider city -wide street sweeping. Staff Recommendation: Direct staff as deemed appropriate. J. Consider proposed State Legislation concerning mandatory motorcycle helmet law. Staff Recommendation: Direct staff as deemed appropriate. K. Consideration of ban on sale and /or possession of semi automatic weapons. Staff Recommendation: Direct staff as deemed appropriate. L.
