Newhouse, Director of Community Services February 9, 1989 1 e,n Spray Boom -For Weed Control and Prevention Semiannually the Public Works Division applies herbicides to various areas within the City to control weed growth. The major areas where chemical weed control is utilized is along the public right -of -way of the following streets: o Gabbert Road from Poindexter to its north terminus point; o Poindexter from Chaparral Middle School west to Gabbert Road; o Spring Road from L.A. Avenue north to Tierra Rejada Road; o Tierra Rejada Road from Hwy. 23 west to Pheasant Run. Three types of herbicides are applied: A. Preeme_r eg nce herbicides_ - applied to the soil to kill weed seeds as they germinate. B. Contact herbicides - kills by direct application onto the weeds. C. Translocated herbicides - contains an active ingredient that when absorbed by a weed, moves to another part of the plant and interferes with its metabolism, causing the weed's death. Herbicide application is accomplished by a two - person crew; a driver and an applicator. Chemicals are premixed in a spray tank which is mounted in the bed of a pickup truck. As the driver, drives slowly along the shoulder of the road, the applicator walks or rides behind the truck applying the herbicides (chemicals) by moving a hand wand side to side. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 SPKYBOOMIPRAGENDA The Honorable City Council Page 2 February 9, 1989 DISCUSSION: By purchasing a spray boom, a couple changes could occur: 1. Time required to spray the roadbeds would be reduced approximately 40 %. 2. City crews could annually spray parks and landscaped areas currently done by private contract. Staff solicited bids to purchase the necessary equipment to acquire a 13' spray boom. Schreiner Farm Equipment Co., Inc. submitted the low bid of $684.64, plus 6% tax of $41.08, for a total of $725.72. Funds in the amount of $6,000.00 were appropriated in Account #01 -1147 -606 for the purchase of a Cushman vehicle. Staff solicited bids for a Cushman vehicle, but all bids quoted exceeded the budgeted amount. Staff will be presenting Council with an alternative proposal for this purchase. Additionally, when the welding equipment was purchased, there was a saving in Public Works - Street Improvement Account #03- 1142 - 906 -002 of approximately $450.00. STAFF RECOMMENDATION: 1. Approve purchase of a spray boom and related equipment from Schreiner Farm Equipment Co., Inc., in the amount of $725.72. 2.
