Staff Recommendation: Approve the minutes as presented. 2. Consider approval of minutes for the Regular City Council Meeting of February 15, 1989. Staff Recommendation: Approve the minutes as presented. B. Approval of Warrant Register 1988/89: - Prepaid Warrants Nos. 8235, 8237 -8241, 8295 -8314, 8316 -8320 $11,730.00 - Payable Warrants Nos. 8321 -8388 $52,887.71 C. Consider a selection of metal window and door trim colors for PD -1064 TOPA Management_ Staff Recommendation: Approve sample "A" showing a specific shade of bronze anodized window and door trim. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. Staff Recommendation: Receive and file the report. E. Consider agreement to construct __improvements and approval of the final map for Tract 4340 -5 and 6 (Urban West). Staff Recommendation: Approval of the final map and authorize signing of agreement. F. Consider agreement to construct improvements and approval of the final map for Tract 4342 -5 and 6 (Urban West). Staff Recommendation: Approval of the final map and authorize signing of agreement. G. Consider Bond Replacement for Tract 4095 (Ranch View Partners). Staff Recommendation: Accept new bonds for Ranch View Partners. H. Consider street bond exoneration for DP- 315 /PM- 3863 -3 (Moorpark Associates). Staff Recommendation: Authorize exoneration of bonds and acceptance of the public improvement. I. Consider adoption of Resolution No. 89- which would make the City of Moorpark eligible for statewide master mutual aid during an emergency_ Staff Recommendation _ Adoption of Resolution No. 89- J. Consider adoption of Resolution No. 89- requesting the state to accredit Moorpark's Disaster Council so that injured disaster service workers will be eligible to receive state worker's compensation benefits. Staff Recommendation: Adopt Resolution No. 89- 9. PUBLIC HEARINGS: A. Consider proposed business ristration permit draft procedures, ocedures, application form and ordinance regarding the registration of all businesses within the City. Staff Recommendation: Approve the draft procedures, application form and direct staff to submit the draft ordinance for introduction and first reading at the Council's next scheduled meeting. 10. Consider a request by the Director of Community Development to approve the hiring of a Planning Consultant firm to provide case planning services for selected filed applications. Staff Recommendation: Approve the firm of STA Inc. to provide planning services for specific applications and direct the City Manager to approve a contract not to exceed $22,000. J. Consider a proposed Resolution No. 89- for CUP 88 -2 (Cabot, Cabot & Forbes) to approve the construction of a 23,040 square foot two story office __building located at 323 Science Drive. Staff Recommendation: Approve the proposed Resolution No. 89- K. Consider establi_shin9__street sweep 9 test area. - Staff Recommendation: Direct staff as deemed appropriate. .� L. Consider filing an amended 1988_ -89 TDA_ claim in the amount of $464.415 for street and road improvements. Staff Recommendation: Approve the amended filing. Consider Ordinance No. 106 - A proposed ordinance creating the Moorpark Disaster Council for the purpose of preparing the Moorpark Emergency Plan.
